Croydon Property Licence Fees: Full Breakdown by Scheme
How Croydon Licence Fees Work
Every Croydon property licence fee is collected in two stages. Part A is paid upfront when you submit the application and covers document processing, background checks, and initial verification. Part B is paid later, before the council issues the final licence, and funds ongoing compliance monitoring and enforcement.
Part A is non-refundable, including if your application is refused, rejected, or withdrawn. Part B is only charged if the council proceeds to grant the licence. Both payments are made by card through the council's Metastreet online portal. No VAT applies to statutory licensing fees.
Selective Licensing Fees
| Term | Total fee | Part A | Part B |
|---|---|---|---|
| 5-year licence | £800 | £480 | £320 |
| 1-year licence | £544 | £480 | £64 |
A one-year licence is not something you choose — the council issues it when there are concerns about management competence, unresolved property defects, or compliance history. It costs significantly more per year than the standard five-year term.
Additional HMO Licensing Fees
| Term | Total fee | Part A | Part B |
|---|---|---|---|
| 5-year licence | £1,250 | £750 | £500 |
| 1-year licence | £850 | £750 | £100 |
This flat fee applies per property for smaller HMOs with three or four occupiers from multiple households.

Mandatory HMO Licensing Fees
| Term | Per room | Part A per room | Part B per room |
|---|---|---|---|
| 5-year licence | £295 | £177 | £118 |
| 1-year licence | £201 | £177 | £24 |
Mandatory HMO fees are calculated per habitable room, not per property, and the five-year fee is capped at £5,907. A five-bedroom HMO costs £1,475 for the standard five-year licence. A ten-room HMO would cost £2,950.
What Is Not Included
The council fees cover the licence itself. They do not cover the compliance documents you need before applying: a gas safety certificate, an EICR, an EPC, a fire risk assessment, and dimensioned floor plans. Budget for those separately — an EICR alone typically runs £150-£300 depending on the property size.
Licence fees are also non-transferable. If you sell the property during the five-year term, the buyer cannot inherit your licence. They need to submit a new application and pay the full fee.
Refund Rules
Part A is non-refundable. If your application is refused or withdrawn before the licence is granted, Part B is not charged. Licence fees are non-transferable upon a property sale.
How London Compares
Croydon's fees sit in the mid-range for London boroughs. Selective licensing across London typically runs £500-£1,000 per property. Some boroughs (like Newham) charge less per licence but cover more properties. Others (like Brent) set higher base fees. Croydon's per-room mandatory HMO pricing at £295 is broadly in line with other south London boroughs.
