Enfield Landlord Licence Fees: Selective and HMO Costs Explained

Enfield Council structures every property licence fee as two separate payments: Part 1 at application and Part 2 when the draft licence is issued. The Part 1 fee is non-refundable when the application is made, which makes getting the submission right the first time worth the preparation.

Current Fee Schedule

Licence type Part 1 (application) Part 2 (draft grant) Total
Selective licence (2026–2031) £450 £300 £750
Additional HMO licence (2025–2030) £800 £650 £1,450
Mandatory HMO licence (up to 5 lettable rooms) £889 £727 £1,616

For each lettable room beyond five on a mandatory HMO licence, the total increases by £181.50. Contact the council for the fee for properties with more than 10 lettable rooms.

Why the Fee Is Split in Two

The split follows the principles set out in Hemming v Westminster City Council, where the Supreme Court ruled that councils can only charge for processing costs at submission — they cannot collect enforcement and compliance costs upfront. Part 1 covers administration, document verification, and background checks. Part 2 covers the ongoing cost of running the scheme and enforcing it against unlicensed landlords.

Part 2 is not collected — or is refunded in full — if the council refuses the licence or if the property is sold before the draft licence is issued.

Discounts Available

Discounts are applied to the Part 2 payment, not Part 1:

EPC rating C or above — £100 off Part 2. Submit a valid Energy Performance Certificate showing a rating of C, B, or A. The EPC must be current (valid for 10 years from issue).

Professional accreditation — £50 off Part 2. Membership in any of these qualifies: London Landlord Accreditation Scheme (LLAS), NRLA, UKALA, British Landlords Association, ARLA Propertymark, or Safeagent. The discount applies only if the accredited person is the actual licence holder — not if it is an agent who is not named on the licence.

Multi-dwelling block discount — £100 off Part 1 for each flat after the first. If you own and manage several flats in the same building, the first flat pays the full £450 Part 1 fee. Every subsequent flat pays £350. Part 2 stays at £300 per flat.

A landlord who qualifies for both the EPC and accreditation discounts on a single selective licence pays £600 instead of £750:

  • Part 1: £450
  • Part 2: £300 – £100 (EPC) – £50 (accreditation) = £150
  • Total: £600

When Discounts Are Forfeited

You lose your discount eligibility if the council sends two or more formal requests for missing or incomplete documents, or if they issue a formal warning letter for failure to licence the property on time. This means submitting a complete, correct application matters for more than just avoiding delays — it directly affects your fee.

The Non-Refundable Risk

The Part 1 fee is non-refundable when the application is made: £450 for a selective licence, £800 for an additional HMO licence, or £889 for a mandatory HMO licence with up to five lettable rooms. The mandatory HMO Part 1 fee increases with each additional room. If the council rejects your application because you uploaded an EICR with remedial codes, a gas certificate missing flue details, or an EPC below grade E, you do not get that money back. You would need to fix the problem and submit a fresh application with another Part 1 payment.

This is one of the strongest practical reasons to audit every document before hitting submit.
