Enfield Selective Licensing Wards: Full List and Ward Map for 2026–2031
Enfield's selective licensing scheme covers 17 of the borough's 21 wards, divided across two separate legal designations. Whether your property needs a licence depends entirely on which ward it sits in — and with the 2022 ward boundary changes, some landlords are finding their property has moved into a designated area without them realising it.
Designation 1 — 13 Wards
These wards were largely carried over from the previous 14-ward scheme (September 2021 – August 2026), though boundary lines shifted in the 2022 redistricting:
- Bowes
- Brimsdown
- Bullsmoor
- Carterhatch
- Edmonton Green
- Enfield Lock
- Haselbury
- Jubilee
- Lower Edmonton
- Ponders End
- Southbury
- Upper Edmonton
- Whitewebbs
Designation 2 — 4 Wards
These four wards are new additions under the 2026–2031 scheme:
- New Southgate
- Palmers Green
- Southgate
- Town
Non-Designated Wards — 4 Wards
Properties in these wards do not need a selective licence for single-household lets:
- Bush Hill Park
- Cockfosters
- Grange Park
- Winchmore Hill
Note that HMO licensing still applies borough-wide. A property with three or more sharers in Cockfosters still needs an additional or mandatory HMO licence — the exemption applies only to single-household lets.

Why the Ward Boundaries Matter More Than You Think
The 2022 redistricting abolished several old ward names — Enfield Highway, Turkey Street, and others no longer exist. Their territory was redistributed into wards like Brimsdown, Carterhatch, and Whitewebbs. If you relied on the old ward name to assume your property was outside the licensing area, that assumption may no longer hold.
A bigger problem is that ward boundaries do not follow postcodes. Properties on opposite sides of the same street can fall under different designations. A postcode search is legally insufficient — you need to verify by exact address on the council's GIS portal.
How to Check Your Property's Ward
- Go to the Enfield Council selective licensing page.
- Enter the full property address or postcode.
- Select the exact address from the dropdown.
- Zoom into maximum resolution on the interactive map.
- Click the property icon to see the licensing status.
If the result is ambiguous — the property sits on a boundary, the flat number does not appear, or the building has been subdivided — contact the Private Rented Housing Team at [email protected] for written confirmation. That written reply is your evidence of due diligence.
Designation 1 vs Designation 2: Any Practical Difference?
Both designations impose identical obligations, fees, and licence conditions. The split is a legal formality — the Housing Act 2004 requires a separate designation order for each group of wards, and Enfield issued two. From a landlord's perspective, the rules are the same whether your property falls under Designation 1 or 2.
