Gateshead Selective Licensing Scheme Renewal: Expiry Dates and What Comes Next
Every Gateshead property licence has a fixed expiry date tied to the scheme it was issued under. Licences do not auto-renew, and the scheme itself is a five-year designation that the council must separately decide to continue. Here is what you need to know about timing and what to expect as 2030 approaches.
Current Expiry Dates
Phase 1 selective licences expire 31 May 2030. These cover the eight LSOAs designated from 1 June 2025 (Bensham, The Avenues, Beacon Lough East, Birtley, Chopwell North).
Phase 2 selective licences expire 30 September 2030. These cover the remaining eight LSOAs from 1 October 2025 (Felling, Derwentwater, Swalwell, Kelvin Grove, Sunderland Road, Shipcote).
Additional HMO licences expire 31 May 2030 across all 16 LSOAs.
Mandatory HMO licences run for five years from the date of issue and are not tied to the scheme designation — they are a permanent national requirement.
What Happens at Scheme Expiry
When the five-year designation period ends, the council has to decide whether to renew it. This is not automatic. The council must demonstrate that the statutory conditions for licensing still apply (low housing demand, ASB, poor property conditions, high deprivation, crime or migration) and run a fresh public consultation.
If the council does renew the scheme, landlords will need new licence applications for the next five-year period. If it does not renew — or if it changes the designated areas — properties may move in or out of licensing requirements.
The previous Saltwell Ward / The Avenues scheme went through multiple phases before being replaced by the current 16-LSOA borough-wide designation. Gateshead has a strong track record of renewing and expanding its licensing schemes.
Mid-Scheme Changes
Your individual licence can also change before the scheme expires:
- Property sale: the licence is non-transferable. A new owner needs a fresh application.
- Change of managing agent: costs £255 and requires the new agent to pass fit-and-proper checks.
- Occupancy change: if your property shifts from a single let to a shared house (or vice versa), it may need a different licence type. Notify the Private Sector Housing Team in writing within 7 days of a material change and confirm whether the existing licence needs to be amended, surrendered or replaced.

Mandatory HMO Renewal
Mandatory HMO licences are separate from the scheme and renew individually. Renewals are slightly cheaper (£966.54 for up to 14 beds vs £1,099.68 for a new application), but you still need to submit a fresh application with updated documents before the old licence expires. Letting the licence lapse means operating unlicensed.
Planning Ahead
Keep your licence expiry date somewhere visible — in your compliance diary, your property spreadsheet, wherever you will actually see it. Set a reminder six months before expiry to check whether the council has announced a scheme renewal and what the new application process looks like.
The Gateshead Landlord Licensing Guide includes a renewal planner that tracks Phase 1, Phase 2 and HMO expiry dates side by side, so you never miss a deadline across your portfolio.
