Documents You Need for a Harrow Landlord Licence: EICR, Gas Safety and Floor Plans

The most common reason Harrow licence applications stall is missing documents. The MyHarrow portal requires uploads during the application process, and if something is missing, the council issues a formal missing-evidence notice with a deadline. Miss the deadline and the application is rejected — with no refund of your Part A processing fee.

Getting everything ready before you log in saves both time and money.

Gas Safety Certificate (CP12)

A current Gas Safety Certificate issued by a Gas Safe registered engineer covering every gas appliance and flue in the property. It must be renewed annually. The CP12 is a mandatory licence condition, not just an application requirement — you need to keep it current for the entire licence term.

Electrical Installation Condition Report (EICR)

Required under the Electrical Safety Standards in the Private Rented Sector (England) Regulations 2020. The EICR must be issued by a qualified electrician, confirm satisfactory standards, and show no Code C1 (danger present) or Code C2 (potentially dangerous) defects.

If the report flags C1 or C2 items, you have 28 calendar days — or shorter if specified — to complete remedial works and obtain an updated report. An EICR with unresolved C1/C2 codes will stop your application.

The certificate is valid for five years.

Energy Performance Certificate (EPC)

Valid for ten years. The property must demonstrate a minimum Energy Efficiency Rating of Band E. If it falls below Band E, you either need to improve the property or register a valid exemption on the National PRS Exemptions Register (the MEES regulations).

Fire Risk Assessment

Mandatory for all HMO applications under the Regulatory Reform (Fire Safety) Order 2005. For selective licence applications, it's technically recommended rather than mandatory, but submitting one strengthens your application and demonstrates compliance.

The assessment should cover escape routes, fire doors, alarm systems, and fire detection equipment.

Dimensioned Floor Plans

Accurate architectural scale plans showing:

  • Room dimensions in square metres
  • Ceiling heights (any ceiling below 1.5 metres is excluded from space calculations)
  • Locations of windows, doors, and fire escapes
  • Positions of smoke detectors, heat detectors, and carbon monoxide alarms
  • Kitchen and bathroom/WC facilities

For HMOs, the floor plans are critical because council officers use them to verify that room sizes meet Harrow's minimum space standards — 7.5 m² for a single bedroom, 11.5 m² for a double, and so on.

Proof of Ownership and Management

  • Land Registry Title Register showing ownership
  • Building insurance certificate
  • Formal management agreement, if a managing agent is appointed

Interested Parties Notification

Written proof that you've notified all interested parties about the application — mortgagees, freeholders, leaseholders, and co-owners. This is a statutory requirement, not a formality.

How Long It All Takes

Allow enough lead time for the trade certifications. Gas Safety checks can usually be booked within a week, but EICR bookings with qualified electricians may take two to three weeks, and remedial works add further time. Commission everything well before you plan to submit.
