Havering Landlord Licence Fees: Full Breakdown for Selective, Additional and Mandatory HMO

How Havering Splits the Fee

Every Havering property licence fee is paid in two stages, not one lump sum. This structure matters because the first payment is non-refundable, even if your application is later refused or withdrawn.

Part A (application fee) is paid when you submit your application. It covers processing, background checks, and document validation. Once you pay Part A, that money is gone — whether the licence is granted or not.

Part B (licence grant fee) is paid after the council processes your application and issues a draft licence notice. It covers compliance monitoring and inspections over the five-year licence term. If the application is refused before the draft stage, Part B is never collected.

The Fee Tables

Selective Licensing (Scheme 2)

Component Amount
Part A (application) £570
Part B (licence grant) £380
Standard total £950

Additional HMO Licensing (Scheme 3)

Component Amount
Part A (application) £840
Part B (licence grant) £560
Standard total £1,400

Mandatory HMO Licensing

Lettings Part A Part B Total
Up to 5 £1,063 £266 £1,329
6–9 £1,224.30 £306 £1,530.30
10–14 £1,404.20 £351 £1,755.20
15–19 £1,553 £388.10 £1,941.10
20+ £1,704 £426 £2,130

Discounts That Reduce Part B

Three discounts are available for selective and additional HMO licences, and they all apply against the Part B fee only. Mandatory HMO licences have no discounts:

Accredited landlord discount (£100 off Part B). You need active accreditation with a recognised body — the London Landlord Accreditation Scheme (LLAS), NRLA, Propertymark, or Safeagent. Upload your accreditation certificate and membership number during the application. This discount applies to selective and additional HMO licences.

EPC C+ discount (£75 off Part B). If your property has an Energy Performance Certificate rated C or higher, attach the EPC to your application. This discount applies to selective and additional HMO licences. If the council requests the EPC twice and you don't provide it, the discount is voided.

Multiple dwelling discount (£100 off Part B per additional unit). For landlords with several self-contained flats that are contiguous within the same building and under common ownership and management control, applications made at the same time may qualify for £100 off Part B for each unit after the first.

What the Discounts Look Like in Practice

A selective licence for an accredited landlord with an EPC C property:

  • Part A: £570
  • Part B: £380 − £100 (accreditation) − £75 (EPC) = £205
  • Total: £775 (saving £175 off the standard £950)

An additional HMO licence with accreditation only:

  • Part A: £840
  • Part B: £560 − £100 = £460
  • Total: £1,300 (saving £100)

Surcharges and Forfeiture Rules

Paper application surcharge: £117.10. If you can't use the online portal, paper forms incur this extra charge on top of the standard fee.

Discount forfeiture. All fee discounts are lost if the council has previously issued a formal warning letter or notice for operating an unlicensed property before you submitted your application. Apply before you get caught, not after.

Beyond the Council Fee

The licence fee is only part of the compliance cost. You'll also need current safety certificates and documentation:

  • Gas Safety Certificate: roughly £90 (annual)
  • EICR: roughly £250 (every 5 years)
  • EPC: roughly £120 (every 10 years)
  • Dimensioned floor plans: roughly £250 (professional surveyor)
  • Fire Risk Assessment (shared HMOs): roughly £300

The total investment for a new additional HMO licence, including the council fee and third-party compliance work, can exceed £2,200 in the first year.
