How Much Does an EPC Cost for Landlords in England?

Typical EPC Assessment Fees

A standard EPC assessment for a residential rental property in England costs between £60 and £90. The exact price depends on the assessor, the property's size, and its location.

Assessor fees are set by market competition — there's no fixed government rate. The lodgement fee to register the certificate on the central Energy Performance of Buildings Register is included in most assessor quotes, but confirm this before booking.

What Affects the Price

Several factors push fees up or down:

  • Property size: a one-bedroom flat is quicker to assess than a four-bedroom detached house
  • Location: assessors in London and the South East tend to charge more than those in northern England
  • Access complexity: properties that are hard to reach, split across floors, or have unusual layouts take longer
  • Urgency: same-day or next-day bookings often carry a premium
  • Bundle deals: some assessors offer discounts when you book multiple properties in the same area

For a typical two- or three-bedroom terraced house, expect to pay around £65 to £80.

EPC Assessment vs Energy Upgrade Costs

The assessment fee and the cost of improving your rating are completely separate expenses. The assessment tells you where you stand; any improvements you then choose (or are required) to make are additional.

Common improvement costs for rental properties:

Measure Typical Cost (inc. VAT) Typical EPC Impact
Loft insulation top-up £300–£600 +3 to +8 points
Cavity wall insulation £800–£1,500 +5 to +15 points
LED lighting throughout £100–£300 +1 to +3 points
Draught-proofing £150–£350 +1 to +3 points
Boiler upgrade £2,000–£3,500 +5 to +15 points

Under MEES regulations, landlords with Band F or G properties must spend up to £3,500 (inc. VAT) on recommended improvements to try to reach Band E. If you can't reach Band E within that cap, you register an exemption on the PRS Exemptions Register rather than spending more.

How to Find the Best Price

Use the GOV.UK "Get a new energy certificate" page to search for accredited Domestic Energy Assessors by postcode. Always:

  1. Check the assessor's accreditation is current (Elmhurst, ECMK, Quidos, or Stroma)
  2. Get at least two quotes
  3. Confirm the quote includes the lodgement fee
  4. Ask about availability — rushing the booking usually costs more

Avoid assessors who quote significantly below market rate. A careless assessment that records defaults instead of actual specifications can cost you a band or two — and the money you "saved" on the assessment gets dwarfed by the upgrade works you wouldn't otherwise need.

The Bigger Picture

The EPC fee is one of the smaller compliance costs a landlord faces. What matters more is the rating you end up with, because that determines whether you can legally let the property and how much (if anything) you need to spend on improvements.

Our EPC and Energy Efficiency Compliance Guide covers the full compliance process — from understanding your rating through to MEES obligations, the £3,500 cost cap, exemptions, and the 2030 Band C changes — so you can plan your spending with the actual rules in front of you.
