Islington Landlord Licence Fees and Discounts: Full Breakdown
The Two-Part Fee Structure
Every Islington property licence fee is split into two payments following the Hemming v Westminster model:
Part A is the application processing fee, payable upfront when you submit. It covers administrative review, document checking, and fit-and-proper person assessment. It's non-refundable — even if your application is refused, withdrawn, or rejected for incomplete information, you don't get Part A back.
Part B is the grant fee, payable once the council approves your licence. It covers ongoing scheme management, compliance inspections, and enforcement administration. Discounts apply only at the Part B stage.
Fee Schedule by Licence Type
Selective licence: £850 per property
- Part A: £450
- Part B: £400
Mandatory HMO licence: £900 base + £100 per bedroom/letting
- Part A: £500
- Part B: £400 + bedroom surcharges
- A five-bedroom HMO pays £900 base + £500 in bedroom surcharges = £1,400 total
Additional HMO licence: same structure as mandatory — £900 base + £100 per bedroom/letting
- Part A: £500
- Part B: £400 + bedroom surcharges
Section 257 HMO block licence: £800 per building
- Part A: £450
- Part B: £350
Student accommodation HMO: £900 base with a reduced variable rate of £35 per letting above 15 students.
The Three Discounts
All discounts are applied against Part B only and can be combined where applicable:
LLAS accreditation discount: £75 — available to licence holders who maintain recognised professional accreditation, such as LLAS or NRLA accreditation. You'll need to provide evidence of the accreditation.
EPC discount: £50 — for properties with a valid Energy Performance Certificate rated Band A, B, or C. Submit the EPC alongside your application.
Continuous renewal discount: £25 — for landlords who submit a gapless renewal application before the expiry date of their existing Islington licence. Miss the date, and this discount disappears.
Combined, the three discounts save £150 on Part B. On a selective licence, that drops the total from £850 to £700. On an HMO licence, the base drops from £900 to £750 before bedroom surcharges.

When You Lose All Discounts
Islington strips discount eligibility entirely if:
- Your application is submitted late — after the scheme start date or after you've been letting an unlicensed property
- The council sends a formal warning letter for failure to licence
- You need two or more formal requests to supply missing or corrected documents
Once disqualified, you pay the full standard fee with no reductions.
Calculating Your Total
For a selective licence on a property where you hold LLAS accreditation and have an EPC at Band C:
- Part A: £450 (non-refundable, paid at submission)
- Part B: £400 - £75 (LLAS) - £50 (EPC) = £275
- Total: £725
For a mandatory HMO licence on a six-bedroom property with the same discounts plus continuous renewal:
- Part A: £500
- Part B: £400 + £600 (6 × £100) - £75 - £50 - £25 = £850
- Total: £1,350
