Ealing Property Licensing Fees 2026: Full Breakdown and Discounts
Ealing Council's licensing fees are split into two stages — Part A at submission and Part B before the licence is granted. Getting the timing wrong or missing the available discounts costs landlords hundreds of pounds they did not need to spend.
The Two-Stage Fee Structure
Part A (application processing) is paid when you submit the online application. It is non-refundable once processing has commenced, including if the application is rejected, withdrawn or abandoned.
Part B (grant and monitoring) is paid after the council validates your application and issues a draft licence. Discounts are applied against this amount.
| Scheme | Part A | Part B | Total |
|---|---|---|---|
| Selective licence | £250 | £500 | £750 |
| Additional HMO licence | £300 | £1,000 | £1,300 |
| Mandatory HMO licence (up to 5 bedrooms) | £500 | £1,000 | £1,500 |
Mandatory HMO properties with more than five bedrooms attract higher fee bands. The fee is charged per property, not per tenant.
Available Discounts (Applied to Part B)
Two discounts can be stacked:
Landlord accreditation discount — £75 off Part B. The proposed licence holder or named managing agent must hold active accreditation with an approved scheme such as the London Landlord Accreditation Scheme (LLAS) or NRLA Accreditation.
Energy performance discount — £50 off Part B. The property must hold a valid EPC rated Band A, Band B or Band C.
Both discounts apply to all three licence types. A selective licence application from an accredited landlord with an EPC Band B property pays £250 (Part A) plus £375 (Part B after £125 discount) — a total of £625 instead of £750.
The Paper Application Surcharge
Submitting a paper application instead of using the online portal adds a £100 surcharge to the Part A fee. Unless you need accessibility support (contact the Property Licensing Team to arrange alternative submission), the online route saves you that cost.

The Two-Stage Fee Split in Practice
Part A is payable when you first submit the form. Part B is payable when the council issues the Draft Licence. You do not need to pay Part B immediately — it becomes due before the final licence is granted. Ealing's two-stage structure means you are out of pocket for the Part A amount from day one, but Part B is only collected after the application passes initial administrative checks.
Fee Lock Date
Fee rates are locked on the date your Part A payment is validated online. If Ealing increases its fees mid-year, your application is charged at the rate in force when you paid Part A — not the date the licence is finally granted.
Part A Refund Policy
Part A fees are non-refundable once processing has commenced. Part B fees are refundable only if the application is formally refused by the council or withdrawn before the licence is granted.
True Cost of Compliance
The licence fee is not the only outlay. For a typical five-bedroom mandatory HMO, factor in a gas safety certificate (~£90), a five-year EICR (~£200) and measured floor plans (~£150). After both discounts, the total baseline compliance investment comes to roughly £1,815 — or about £363 a year over the five-year licence term.
The Ealing landlord licensing guide includes the complete fee schedule, a discount-stacking calculator and a pre-submission checklist so nothing is missing when you pay Part A.
