Northern Ireland Landlord Registration Fee

Current Fee Structure

The Landlord Registration Scheme charges per landlord, not per property. Whether you let one flat or fifteen houses, the fee stays the same for the entire three-year registration period.

Channel Fee Covers
Online (nidirect) £70 3-year registration for unlimited properties
Telephone (0300 200 7821) £70 Same as online, agent-assisted
Paper form £80 Manual processing, posted certificate

The £10 premium on paper applications reflects the administrative cost of manual handling by Lisburn & Castlereagh City Council. If you can use the online portal, it saves money and gives you an instant certificate.

What's Free During the 3-Year Period

Several common tasks cost nothing once you're registered:

  • Adding new rental properties to your account
  • Removing sold properties from your portfolio
  • Changing your address, phone number, or email
  • Updating or switching your letting agent
  • Downloading a replacement certificate

Landlords sometimes assume they need to pay again when buying another rental property. They don't — logging into nidirect and adding the property takes minutes at no charge.

The HMO Fee Exemption

If you hold an active HMO licence under the Houses in Multiple Occupation Act (Northern Ireland) 2016, you're exempt from paying the registration fee. The registration itself is still mandatory — you must complete the form and enter your HMO licence certificate number. The system verifies it against the central HMO register and reduces the fee to £0.

This exemption extends beyond the HMO property itself. If you also own standard (non-HMO) rental properties, adding them to the same HMO-exempt registration costs nothing, as long as the licence remains valid.

A common and expensive mistake: landlords who qualify for the exemption pay £70 anyway because they skip the HMO certificate number field. Always have your licence number ready before starting the application.

Renewal Fees

Renewal costs the same as initial registration — £70 online/phone, £80 paper — and covers another three years. The system sends a reminder eight weeks before expiry, but missing it doesn't waive the obligation. If your registration lapses and you continue letting, you're committing an offence that carries fines up to £2,500.

How It Compares to Other Costs

The £70 fee for three years works out to about £23 per year — less than a single month of most proptech compliance subscriptions (typically £5–£30 per month). It's also well below the £50–£150 that letting agencies charge as an administrative fee for submitting the application on your behalf, which doesn't transfer any legal liability to them.

For a complete fee breakdown including joint-owner cost scenarios and the HMO exemption claim process, the Northern Ireland Landlord Registration Guide covers every fee situation in one dated reference.
