Oxford Landlord Licence Fees: Full 2026/27 Breakdown
Why Oxford Splits Every Fee in Two
Oxford City Council charges every property licence in two stages. This isn't optional and it isn't unique to Oxford — it follows the legal precedent set in Gaskin v London Borough of Richmond, which ruled that councils can't charge a single upfront fee covering enforcement costs before a licence decision is made.
Stage 1 is paid when you submit your application. It covers processing, background checks, and administrative review up to the draft licence.
Stage 2 is paid after the council issues its Notice of Intention (the draft licence). It covers ongoing enforcement, inspections, and scheme administration.
When you submit your application, you pre-authorise payment details for the Stage 2 fee. The council collects it after processing. If you don't pay Stage 2 within the 21-day consultation window, the application is withdrawn and you lose your Stage 1 fee.
Selective Licensing Fees (2026/27)
| Category | Stage 1 | Stage 2 | Total |
|---|---|---|---|
| Accredited new | £323 | £289 | £612 |
| Standard new | £323 | £530 | £853 |
| Higher rate new | £323 | £1,480 | £1,803 |
| 1-year renewal | £138 | £72 | £210 |
| Student accommodation block | £323 | £289 | £612 |
The higher rate applies when a property has been operating unlicensed for more than 12 weeks before the application is submitted, or when a previous licence expired more than 12 weeks ago. The burden of proof falls on the landlord — you need to show a solicitor's completion statement, tenancy agreement, or title transfer dated within 12 weeks to qualify for the standard rate.
HMO Licensing Fees (2026/27)
These rates apply to both mandatory and additional HMO licences:
| Category | Stage 1 | Stage 2 | Total |
|---|---|---|---|
| Standard new | £407 | £451 | £858 |
| Higher rate new | £407 | £2,783 | £3,190 |
| Standard 1-year renewal | £130 | £262 | £392 |
| Higher rate renewal | £130 | £614 | £744 |
| 2-year earned renewal | £130 | £302 | £432 |
| 5-year earned renewal | £130 | £480 | £610 |
The five-year earned renewal is the best deal available — £610 spread over five years works out to £122 per year. But it requires an exemplary compliance history, continuous accreditation, and no outstanding management concerns.

The Higher-Rate Fee
The gap between standard and higher rates is the single biggest financial trap in Oxford licensing:
- Selective: £853 standard vs £1,803 higher rate — a £950 difference
- HMO: £858 standard vs £3,190 higher rate — a £2,332 difference
The trigger is simple: apply more than 12 weeks after the property becomes licensable (or after an existing licence expires). The 12-week clock starts from when the licensing obligation arises — when a new tenant moves in, when a property changes hands, or when an existing licence lapses.
The rate turns on when the property became licensable and the evidence you provide to establish that date.
Paper Application Surcharges
Oxford strongly encourages online applications and penalises paper ones:
| Application type | Paper surcharge |
|---|---|
| New selective | +£313 |
| Selective renewal | +£238 |
| New HMO | +£315 |
| HMO renewal | +£265 |
These surcharges are added on top of the standard or higher-rate fees.
Accreditation Discounts
Landlords holding accreditation through recognised bodies like the NRLA can access reduced Stage 2 fees. For a new selective licence, accreditation drops the total from £853 to £612 — a saving of £241. The accredited individual must be the person who actually manages the property day to day.
Getting accredited before your first application is one of the simplest ways to reduce licensing costs, especially if you hold multiple properties across Oxford.
Budgeting for the Full Cost
A first-time selective licence for one property costs £853 in council fees, plus the cost of the safety certificates you need to submit (gas safety, EICR, EPC). Renewals drop to £210 per year. An HMO licence starts at £858, with renewals between £392 and £610 depending on track record.
