Oxford Licence Online vs Paper Application: Why Paper Costs £313 More
The Paper Surcharge in Numbers
Oxford City Council adds a non-refundable administrative surcharge to every paper application:
- New selective licence (paper): +£313 on top of the standard £853, total £1,166
- Selective renewal (paper): +£238 on top of £210, total £448
- New HMO licence (paper): +£315 on top of £858, total £1,173
- HMO renewal (paper): +£265 on top of £392, total £657
These surcharges cover the manual data entry, scanning, and administrative handling that the online portal automates. They apply per application — if you hold both a selective licence and an HMO licence, each paper application carries its own surcharge.
Why the Council Pushes Online Applications
The online portal handles the entire workflow: account creation, property search, scheme selection, document uploads, fit-and-proper declarations, Stage 1 payment, and Stage 2 pre-authorisation. The application requires the relevant evidence pack, so check that all required certificates are ready before you submit.
Paper applications require council officers to process the application manually. The surcharge isn't punitive — it reflects the actual staff time required.
From your side, the online route also gives you a digital audit trail. You can log in, check your application status, see whether the council has issued the Notice of Intention, and confirm your Stage 2 payment cleared. Paper applicants rely on posted letters and phone calls to the Residential Regulation Team.
When Paper Is Your Only Option
The council provides paper forms on request for accessibility reasons. If you need an accessibility adjustment to use the online system, contact the Residential Regulation Team at 01865 252211 or [email protected] to request a paper form.
The paper application surcharge also applies to accessibility requests. Ask the council about the available arrangements when you request a paper form.
Some landlords consider paper applications when the portal has technical issues (upload timeouts, browser compatibility problems). Before requesting paper forms, try a different browser or contact the team — portal issues are usually temporary, and the surcharge is permanent.

How to Keep Online Application Costs Down
The cheapest possible licence path in Oxford combines online submission with accreditation: an accredited new selective licence filed online within 12 weeks costs £612 total. The most expensive path — a late paper HMO application — costs £3,505 (£3,190 higher rate + £315 paper surcharge).
That's a £2,893 spread between best and worst case for essentially the same licence.
Our Oxford Landlord Licensing Guide includes a pre-submission document checklist designed around the portal's upload requirements, so you can assemble everything offline and complete the online application in one session without the paper surcharge.
