Property Licensing in Haringey by Postcode and Area
Postcodes Don't Map Neatly to Licensing Wards
Haringey's licensing schemes are defined by electoral ward boundaries, not by postcode districts. The problem is that N postcodes don't align with ward lines — a single postcode district can span wards that are inside the selective licensing area and wards that aren't. So searching "property licensing N17" won't give you a definitive answer until you know exactly which ward your property sits in.
Here's how the main Haringey postcodes break down.
N17 — Tottenham
N17 covers much of eastern Haringey, including the Tottenham Central, Tottenham Hale, Northumberland Park, White Hart Lane and Bruce Castle wards. All five of these wards are designated under Haringey's selective licensing scheme (running 17 November 2022 to 17 November 2027).
Many single-family and two-person shared lets in N17 fall within selective licensing wards, but N17 also crosses ward boundaries. Check the exact ward before deciding whether a selective licence is required. HMOs in N17 need either an additional HMO licence (3–4 occupants, two or more households) or a mandatory HMO licence (5+ occupants, two or more households) — both apply borough-wide regardless of ward.
The Article 4 Direction that removes permitted development rights for C3-to-C4 HMO conversions also covers these designated wards. Converting a house into a small shared HMO (3–6 occupants) in an Article 4 ward requires planning permission as well as a housing licence; the N17 postcode alone does not determine this.
N15 — Seven Sisters and South Tottenham
N15 sits in the southeastern part of the borough. It spans Seven Sisters and South Tottenham wards — both within the selective licensing designation. West Green ward also overlaps with parts of N15, and it too is a designated ward.
As with N17, check the exact ward: selective licences apply to single-family and two-sharer lets in designated wards, while additional or mandatory HMO licences apply borough-wide. Article 4 applies in its designated wards as well.

N22 — Wood Green
N22 is where it gets complicated. The postcode district covers Wood Green town centre and surrounding areas, which sit across multiple wards. Some of these wards are within the selective licensing designation and some are not.
Noel Park and Woodside wards fall within the selective licensing area and overlap with parts of N22. But other parts of N22 fall in wards that are outside the scheme. A property on one side of a road in N22 might need a selective licence while a property on the other side might not.
HMO licensing applies regardless — if your N22 property is occupied by three or more people from two or more households, you need an additional or mandatory HMO licence whether or not the ward is in the selective scheme.
The only reliable way to check an N22 property is to use Haringey Council's address lookup tool on the licensing portal, or to email [email protected] with the full address for written confirmation.
N8 — Hornsey and Crouch End
N8 covers the western part of Haringey — Hornsey, Crouch End and parts of Harringay. Most of N8 falls in the seven western wards that are outside the selective licensing designation. However, the Harringay ward (note the different spelling from the borough name) is a designated selective licensing ward, and parts of it share the N8 postcode.
If your property is clearly in Crouch End or central Hornsey, selective licensing probably doesn't apply. If it's on the Harringay side near Green Lanes, it might. Again, the ward boundary is what matters, not the postcode.
Mandatory and additional HMO licensing still applies borough-wide across all of N8.

How to Confirm Your Property's Position
Postcodes are a starting point, not an answer. To confirm whether your specific property needs a selective licence:
- Check the property's exact address on Haringey's online address lookup at propertylicensing.haringey.gov.uk
- Identify the electoral ward — the council's address checker maps each property to its ward
- Compare the ward against the list of 14 designated wards: Bounds Green, Bruce Castle, Harringay, Hermitage and Gardens, Noel Park, Northumberland Park, Seven Sisters, South Tottenham, St Ann's, Tottenham Central, Tottenham Hale, West Green, White Hart Lane, and Woodside
For properties on ward boundary roads or flats within converted buildings where the address lookup is ambiguous, request written confirmation from the Private Sector Housing Team.
Our Haringey landlord licensing guide walks through the complete process — from ward check through to licence grant — covering all three schemes, the Metastreet portal application, fees, discounts and licence conditions.
