Enfield Landlord Licence Documents: What You Need to Upload

Enfield Council's licensing portal requires you to upload every mandatory document before you can submit the application and pay the Part 1 fee. Incomplete or invalid documents are the single most common reason applications stall — and because the Part 1 fee (£450 for selective, £800 for additional HMO, or £889 for a mandatory HMO with up to five lettable rooms) is non-refundable when the application is made, getting these right before you submit is worth the effort.

Gas Safety Certificate (CP12)

  • Issued by a Gas Safe registered engineer
  • Must cover every gas appliance in the property (boiler, cooker, fire — not just the boiler)
  • Valid for 12 months from the date of inspection
  • Upload the full certificate, not a summary or receipt

If the property has no gas supply, you still need to declare this on the application — but no certificate is required.

Electrical Installation Condition Report (EICR)

  • Must show a satisfactory outcome
  • Valid for up to 5 years from the inspection date
  • Issued by a qualified electrician (look for NICEIC, NAPIT, or ECA registration)
  • Covers all fixed electrical circuits in the property

An EICR showing C1 (danger present) or C2 (potentially dangerous) codes will not pass. The council treats these as an unsatisfactory outcome regardless of any "observations" column text. Fix the issues, get a retest, and only upload the satisfactory report.

Energy Performance Certificate (EPC)

  • Minimum grade E required unless a registered exemption applies on the PRS Exemptions Register (a property below E without a valid exemption cannot legally be let under MEES rules)
  • Valid for 10 years from the date of assessment
  • Grade C or above qualifies you for a £100 discount on the Part 2 fee

Check the EPC register to confirm your certificate is still live. If it has expired, commission a new assessment before applying.

Tenancy Agreement

  • Current written agreement covering the existing tenancy
  • Must show the terms, rent amount, parties, and management arrangements
  • If the property is between tenancies, upload the most recent agreement and note this on the application

Dimensional Floor Plans

  • Show the layout of every floor
  • Include m² measurements for each room
  • Mark the positions of fire doors, smoke alarms, and CO detectors
  • The council does not require professionally drawn CAD plans, but the plans must be to scale and legible

For HMOs, floor plans are scrutinised more closely because room sizes determine maximum occupancy. Make sure bedroom dimensions reflect usable floor area — exclude space under 1.5 m ceiling height, chimney breasts, and deep built-in features.

Smoke and Carbon Monoxide Alarm Declaration

  • Working smoke alarms on every storey of the property
  • Carbon monoxide alarms in every room with a fixed combustion appliance (gas boiler, open fire, wood burner)
  • Smoke alarms must be mains-powered or sealed 10-year battery units

The declaration is a statement on the application form, but the council will check compliance during any inspection.

Fire Risk Assessment (HMO Only)

HMO applications (additional and mandatory) require a written fire risk assessment covering common parts and fire mitigation. Selective licence applications do not require one, though having an FRA on file is good practice.

Common Upload Errors

  • Uploading a boiler service report instead of a CP12 gas safety certificate — they are not the same document
  • Uploading an EICR with remedial codes and assuming the council will overlook them
  • Uploading an expired EPC (check the register, not the paper copy date)
  • Submitting floor plans with no room dimensions or missing alarm positions
  • Low-resolution scans where the text or numbers are unreadable

Two or more formal requests for missing documents from the council will also forfeit any fee discounts you would otherwise qualify for.
