Scotland Landlord Registration for Multiple Properties and Multi-Council Portfolios
How the Fee Structure Scales
Scottish landlord registration uses a two-part fee system: a principal fee that covers you as a person in each council area, and a property fee charged per let property. Understanding how these stack is the difference between overpaying and claiming every discount you are entitled to.
From 1 April 2026:
- Principal fee: £85 per council area
- Property fee: £20 per let property
- Multi-council discount: 50% off the principal fee for each additional council area (£42.50)
The principal fee is not per property — it is per council. Whether you own one flat or ten in Glasgow, you pay the £85 principal fee to Glasgow City Council once, plus £20 for each property.
Single-Council Portfolios
If all your properties are in the same local authority area, the maths is simple:
- 1 property: £85 + £20 = £105
- 3 properties: £85 + (3 × £20) = £145
- 5 properties: £85 + (5 × £20) = £185
- 10 properties: £85 + (10 × £20) = £285
The principal fee does not increase with portfolio size within a single council. You register once as a person and add properties to that registration.
Multi-Council Portfolios
Own properties across two or more Scottish councils? If you register them all in a single online application through landlordregistrationscotland.gov.uk, the first council charges the full £85 principal fee and every additional council charges 50% — £42.50.
A landlord with properties in Edinburgh, Glasgow, and Fife:
- Edinburgh: £85 principal + (properties × £20)
- Glasgow: £42.50 principal + (properties × £20)
- Fife: £42.50 principal + (properties × £20)
Compared to registering with each council separately (3 × £85 = £255 in principal fees), the single-application route costs £170 in principal fees — saving £85.
The discount only applies when multiple council areas are added in the same application session. If you register with Edinburgh today and add Glasgow in a separate application next month, Glasgow charges the full £85.

Adding a Property Mid-Registration
If you acquire a new let property during your three-year registration term, you add it to your existing registration and pay a single £20 property fee. This does not reset your three-year expiry date — your renewal date stays the same regardless of how many properties you add.
This is a common point of confusion. Landlords sometimes assume adding a property starts a new three-year clock. It does not. Your registration runs from the original approval date to three years later, covering whatever properties are on the register during that period.
Removing a Property
If you sell a rental property or convert it back to owner-occupation, you must notify the council through the portal to remove it from your registration. Under Section 87 of the 2004 Act, failing to update your registered details — including property disposals — is an offence carrying a fine up to £1,000.
HMO-Licensed Properties in the Mix
Properties with a valid HMO licence are exempt from the £20 per-property fee under landlord registration. If you own five properties and two have HMO licences, you pay the £20 property fee for three and £0 for two. The principal fee applies regardless.
Keeping Track of a Larger Portfolio
The more properties and council areas you manage, the more renewal dates, safety certificates, and fee payments you are tracking. A missed renewal on any council area triggers the £170 late fee for that area's principal registration. The Scotland landlord registration guide includes a fee calculation matrix and three-year renewal calendar designed for multi-property landlords — one view of every council, every property, and every deadline.
