Scotland Landlord Registration Fees: What You Pay in 2026

How Much Does Landlord Registration Cost in Scotland?

Every non-exempt private landlord in Scotland must apply to the local council before letting a property; a complete application and fee payment give the applicant pending status while it is assessed. The fees are set nationally under the Private Landlord Registration (Fees) (Scotland) Regulations 2019 (SSI 2019/160), so no council can charge more — or less — than the standard rates.

From 1 April 2026 the fees are:

  • Principal fee: £85 per council area (this covers you, the person)
  • Property fee: £20 per let property
  • Late application fee: £170 (replaces the principal fee if your registration has expired)

A landlord with one property in one council area pays £85 + £20 = £105. Two flats in the same council area: £85 + (2 × £20) = £125. The principal fee is per council, not per property — you only pay it once per local authority.

Multi-Council Discounts

Own properties in more than one Scottish council area? If you register them in a single online application through landlordregistrationscotland.gov.uk, you pay the full £85 principal fee for your first council and a 50% discount (£42.50) for each additional council.

So a landlord with one flat in Edinburgh and one in Fife pays:

  • Edinburgh: £85 principal + £20 property = £105
  • Fife: £42.50 principal (50% discount) + £20 property = £62.50
  • Total: £167.50

The discount only applies when you add multiple councils in the same application session. If you register with each council separately, you pay the full £85 each time.

Joint-Owner Fee Rules

Joint owners get the biggest fee break. The lead owner — whoever submits the main application — pays the full principal and property fees. Every secondary joint owner linked to that application pays £0 principal and £0 property fee.

A married couple jointly owning a single flat: the lead owner pays £105, the co-owner pays nothing. This only works when the co-owner's application is linked to the lead owner's registration. If a co-owner applies separately or applies late, the late fee applies to them individually.

The £170 Late Fee

Miss your renewal deadline and the late application fee of £170 replaces the standard £85 principal fee. There is no grace period — once your registration expires, the late fee kicks in immediately.

Your renewal costs with a single property would jump from £105 to £190 (£170 late fee + £20 property fee). That is an £85 penalty for being late, and it is non-refundable regardless of the reason.

How CPI Indexation Works

Section 3 of SSI 2019/160 requires fees to be recalculated each 1 April using the Consumer Prices Index (CPI) from the previous calendar year. The base rates started at £65 / £15 / £130 in 2019 and have risen to £85 / £20 / £170 by April 2026.

You cannot predict exact future fees, but you can expect small annual increases. The Scottish Government publishes updated fee schedules each spring on gov.scot.

HMO and Charity Exemptions

Two categories of landlord avoid property fees entirely:

  • HMO licence holders: A property with a valid House in Multiple Occupation licence under Part 5 of the Housing (Scotland) Act 2006 is exempt from the per-property fee under landlord registration. The HMO licensing fees already include fit-and-proper assessment costs.
  • Registered charities: Landlords listed on the Scottish Charity Register (OSCR) pay £0 principal fee and £0 property fee.

Declare the relevant HMO or charity status during the application and follow any evidence request from the council.

Keeping Registration Costs Down

The cheapest route is straightforward: register on time, use a single online application for all your council areas, and make sure joint owners link to the lead owner's entry. One missed renewal email can cost you an extra £85 in late fees — more than the cost of the complete registration guide that walks through every step and tracks your three-year renewal deadline.
