Southampton HMO Independent Surveyor Discount: Save £317 on Your Licence Fee

Southampton City Council offers a reduced HMO licence fee of £636 for landlords who submit an independent surveyor's Certificate of Compliance alongside their application. The standard fee is £953. That is a direct saving of £317 from the council — and since surveyor fees typically run between £150 and £300, most landlords who take this route save money overall.

How the Discount Works

The council's fee structure has two application routes:

Standard route (council inspection): You pay £300 at Stage 1 and £653 at Stage 2 after the council issues its Notice of Intention to Grant. Total: £953. The council sends an officer to inspect the property.

Independent surveyor route: You pay £300 at Stage 1 and £336 at Stage 2. Total: £636. Instead of the council inspecting, you provide a Certificate of Compliance from an approved independent surveyor confirming the property meets Southampton's HMO standards.

The saving comes entirely from the reduced Stage 2 fee. The council spends less on enforcement and inspection resources, so it charges less.

Who Can Issue the Certificate

The surveyor must be approved by Southampton City Council and hold professional accreditation — typically RICS (Royal Institution of Chartered Surveyors) or CIEH (Chartered Institute of Environmental Health). Not every surveyor qualifies. The council maintains a list of approved surveyors, and a certificate from someone outside that list will not be accepted.

The certificate must be:

  • Issued and signed by the approved surveyor after a physical inspection of the property
  • Dated within three months of your licence application
  • Accompanied by a signed floor plan showing room dimensions

If the certificate is older than three months when you submit the application, the council will not accept it and you default to the standard fee.

What the Surveyor Checks

An independent HMO surveyor inspects the same things a council officer would:

  • Room sizes against Southampton's local minimums (10 m² for a single bedroom without a separate lounge, 14 m² for a double)
  • Kitchen facilities — cooker, sink, worktop space, sockets, food storage, all scaled to the number of occupants
  • Bathroom ratios — one shared bathroom per five occupants, within two floors of every bedroom
  • Fire safety — interlinked mains-wired smoke alarms, heat detectors in rooms containing cooking facilities, fire doors in bedsits, locks that open from inside without a key (such as thumb-turns or snibs), fire blankets in rooms containing cooking facilities
  • General condition — structure, damp, ventilation, heating, electrical safety

The surveyor issues the Certificate of Compliance only if the property passes on all counts. If it does not, they will tell you what needs fixing — which is valuable information in itself. Fixing problems before the council finds them avoids licence conditions, follow-up inspections (£127 each) and potential enforcement action.

The Maths

Even at the upper end of surveyor fees:

Route Council fee Surveyor fee Total
Standard (council inspection) £953 — £953
Independent surveyor (£150 surveyor) £636 £150 £786
Independent surveyor (£300 surveyor) £636 £300 £936

At £150, you save £167 net. At £300, you still save £17 net — and you get a professional pre-check of the property before your money is on the line.

Compare that to the alternative: if you apply late (more than three months after the property became licensable), the standard fee jumps to £1,618. The surveyor route is not available for late applications, so the discount is only open to landlords who act within the three-month window.

Timing It Right

The three-month window is critical. You must submit your application within three months of the property becoming licensable (for new HMOs) or within three months of the scheme start date (for properties caught by the 1 October 2025 additional licensing designation). If you miss this window, you pay the late rate regardless.

Book the surveyor early enough that the certificate is dated within three months of your planned submission date — but not so early that it expires before you get the rest of the application together.
