Southampton PRS Database: What Landlords Need to Know About Registration
Southampton landlords already dealing with HMO licensing have a new registration requirement approaching. The national Private Rented Sector (PRS) Database — created under the Renters' Rights Act — requires landlords of assured and regulated tenancies to register themselves and their rental properties. For the South East region, the mandatory registration window runs from 15 March 2027 to 14 June 2027, with voluntary online registration opening on 15 December 2026.
What the PRS Database Actually Is
The PRS Database is a single national register of private landlords and properties covered by assured and regulated tenancies. Unlike HMO licensing, it applies across property types — including single-family houses, flats with one tenant, and properties that don't need an HMO licence. If you rent out a property under an assured or regulated tenancy in England, you'll need to register it.
The database will hold details about the landlord, the property, and its compliance status. The government's stated aims are transparency for tenants (who can look up their landlord's registration), better enforcement data for councils, and a single place where landlords prove they meet baseline standards.
How It Differs from HMO Licensing
HMO licensing is a local scheme — Southampton City Council issues and enforces it, and it only applies to properties meeting the HMO definition (multiple households sharing facilities). The PRS Database is national and mandatory for landlords of assured and regulated tenancies, regardless of property type.
Registering on the PRS Database does not replace your HMO licence. If your property needs a licence under Southampton's mandatory or additional HMO licensing scheme, you still need that licence and a PRS Database registration. They're separate legal obligations under different parts of the law.
Conversely, single-household lets in Southampton currently need no property licence (there's no selective licensing scheme here), but landlords of assured and regulated tenancies will need PRS Database registration from 15 March 2027 and must complete it by 14 June 2027.
The South East Timeline
Registration rolls out regionally across England. The South East — which includes Southampton — has a mandatory registration window of 15 March 2027 to 14 June 2027. Voluntary registration opens nationally on 15 December 2026, so landlords who want to get ahead can register from that date.
If you let or advertise a property without registering it by the end of your regional window, the council can issue a civil penalty of up to £7,000. Repeated breaches or serious offences, such as knowingly or recklessly providing materially false or misleading information, can lead to a penalty of up to £40,000 or criminal prosecution.

What You'll Likely Need to Provide
The government hasn't published the final registration form yet. Its implementation roadmap identifies these likely fields, subject to regulations:
- Landlord identity and contact details
- Property address and type
- Gas safety certificate status
- EICR (electrical safety) status
- Energy Performance Certificate (EPC) rating
- Whether the property is licensed under any local licensing scheme
If you already hold a Southampton HMO licence, your compliance file should include a gas safety record (where gas is supplied), an EICR, and a fire risk assessment. Keep a valid EPC as a separate rental-compliance record while the government confirms the database's final fields.
What to Do Now
There's no action required yet, but preparation is straightforward. Make sure your gas safety certificate, EICR, and EPC remain current through 14 June 2027. Keep digital copies accessible. When voluntary registration opens on 15 December 2026, consider registering early to avoid any last-minute rush.
For landlords already navigating Southampton's HMO licensing system, the Southampton Landlord Licensing Guide covers the document inventory and compliance tracking that maps directly to what the PRS Database will expect — so the same preparation workflow serves both requirements.
