PRS Database Registration for Sunderland Landlords: Dates, Rules and What to Prepare

The national Private Rented Sector Database is rolling out across England, and Sunderland falls in the North East regional cohort — one of the first areas where registration becomes mandatory. If you rent out property in Sunderland, this is a new obligation that sits alongside (not instead of) any existing HMO licence.

The Three Key Dates

The PRS Database rollout for North East landlords follows three stages:

  • 15 December 2026 — voluntary registration opens. You can create your account and start uploading property details and compliance certificates ahead of the deadline.
  • 15 June 2027 — mandatory registration begins for the North East cohort, which includes every property within Sunderland City Council's area.
  • 14 September 2027 — final registration deadline. Every private rented property in Sunderland must be on the database by this date.

These dates apply to all private landlords, not just HMO operators. If you rent out a single-family home that doesn't need an HMO licence, you still need to register on the PRS Database.

What You'll Need to Upload

The database creates a single national compliance record for each rented property. You'll need to provide:

  • A valid gas safety certificate (annual)
  • An Electrical Installation Condition Report (satisfactory, within 5 years)
  • An Energy Performance Certificate (minimum grade E)
  • Your HMO licence reference number, if applicable
  • Property details and tenancy information

If you already hold a mandatory HMO licence from Sunderland City Council, most of these documents will be current — the licence application requires the same certificates. The PRS Database doesn't replace the local HMO licence; it creates a parallel national record linked to the council's licensing database.

You Must Register Yourself

Letting agents cannot register properties on the landlord's behalf. Even if you use a fully managed letting service, the PRS Database registration is your personal legal obligation. You'll need to log in, complete the registration and pay any registration fee yourself.

This is a significant change for landlords who have historically delegated all compliance admin to their agent. The database is designed so that the person ultimately responsible — the landlord — is the one who confirms the property's compliance status.

How This Interacts with Sunderland's Licensing

Holding an HMO licence from Sunderland does not exempt you from database registration, and being registered on the PRS Database does not exempt you from needing an HMO licence where one is required. They are separate systems serving different purposes: the council licence covers HMO-specific management and safety standards, while the national database builds a comprehensive register of all private rented properties.

For landlords managing their own compliance, the practical challenge is keeping two sets of records aligned — ensuring certificate renewal dates are tracked for both the council licence conditions and the national database uploads.

The Sunderland Landlord Licensing guide includes a database preparation matrix that consolidates your gas, electrical, EPC and licence reference numbers in one place, with renewal date tracking built in for both the council and national requirements.
