Sunderland HMO Licence Renewal: Cost, Timing and How to Keep the Discount

A mandatory HMO licence in Sunderland lasts up to five years. When it expires, the licence doesn't roll over — it lapses, and operating without one is a criminal offence carrying civil penalties of up to £40,000. Renewing before the expiry date saves you money and keeps your property lawfully licensed without a gap.

How Long Does a Sunderland HMO Licence Last?

Standard mandatory HMO licences issued by Sunderland City Council run for five years from the date of grant. The council can issue shorter terms — sometimes just 12 months — where there are planning concerns, typically in Article 4 wards like Millfield, Hendon, Barnes, St Michael's or St Peter's where the property lacks C4 planning permission.

Your licence document states the exact expiry date. There is no automatic reminder system, so tracking this yourself is essential.

What Does Renewal Cost in 2026/27?

Sunderland splits licensing fees into two parts under the Hemming framework. Renewal rates for the 2026/27 financial year (from 1 April 2026):

  • Part 1 (application processing): £562
  • Part 2 (licence management): £303
  • Total renewal fee (standard 5-bed): £865

For properties with more than five bedrooms, an additional charge of £45 per extra bedroom applies.

Compare that to a new application, which costs £1,037 total (£734 Part 1 + £303 Part 2) for a standard 5-bed. Submitting a renewal before your current licence expires saves you £172 on the application processing fee alone.

When Should You Submit the Renewal?

Submit before the current licence's expiry date — there is no grace period. As long as your renewal application is received and the Part 1 fee paid before expiry, the existing licence continues to have effect while the council processes the replacement. This means the property remains lawfully licensed during the determination period.

If the licence expires before you apply, the council treats your submission as a new application at the higher new-application fee rate. You also face the risk of operating an unlicensed HMO during the gap, which exposes you to civil penalties and rent repayment orders.

The council typically takes 12 to 16 weeks to process an application, so submitting three to four months before expiry gives comfortable margin.

What Documents Do You Need for Renewal?

The renewal application goes through the same online portal as a new application. You'll need current versions of:

  • Gas safety certificate (annual, from a Gas Safe registered engineer)
  • Electrical Installation Condition Report (EICR, satisfactory, within the last 5 years)
  • Energy Performance Certificate (minimum grade E)
  • Scaled floor plans with room measurements in square metres
  • Fire alarm and emergency lighting test certificates
  • Updated fit-and-proper person declaration

If anything has changed since your last licence — room layouts, number of bedrooms, the property manager — you'll need to reflect those changes in the renewal application.

What If You Miss the Expiry Date?

Missing the deadline means paying the full new-application fee (£1,037 in 2026/27 instead of £865). More seriously, the property is unlicensed from the moment the old licence expires until the new one is granted. During that window, tenants can apply for a rent repayment order covering up to 24 months of rent, and the council can issue a civil penalty of up to £40,000.

The Sunderland Landlord Licensing guide includes a licence expiry tracker worksheet that calculates your renewal window and maps the document renewal dates against the licence timeline, so nothing falls through the gap.
