Victoria Rental Ventilation Requirements: What Landlords Must Provide
What Standard 14 Actually Requires
Standard 14 in Schedule 4 of the Residential Tenancies Regulations 2021 requires that all habitable rooms, bathrooms, toilets, and laundries have ventilation that complies with the Building Code of Australia (BCA) performance standards — now incorporated into the National Construction Code (NCC).
That sounds technical, but it can involve natural ventilation through openable windows or mechanical ventilation through exhaust fans. The appropriate method depends on the property's design and the Building Code of Australia requirements for that type of property.
Natural Ventilation
For habitable rooms such as bedrooms, living areas, and kitchens, natural ventilation must meet the applicable Building Code of Australia requirements. Those requirements differ for different kinds of properties, so there is no single window-area calculation that applies to every rental home.
The windows must actually open. Painted-shut windows, broken winders, or windows sealed for security that cannot be opened at all fail the ventilation standard even if the glass area is large enough.
Mechanical Ventilation
Bathrooms, toilets, and laundries must also meet the applicable ventilation requirements. Depending on the property, this may involve natural window ventilation or mechanical exhaust ventilation. A building professional can check which requirements apply.
An exhaust fan that recirculates air within the room rather than venting to the exterior does not satisfy the standard. The fan must extract moisture-laden air and expel it outside the building.

Common Failures
Bathroom fan venting into the roof cavity: This is the most widespread ventilation failure in older Victorian rental properties. The fan appears to work — it makes noise and pulls air — but it dumps humid air into the roof space instead of outside. Over time this causes condensation, timber rot, and mould growth in the ceiling, which then compounds into a Standard 8 (mould and damp) breach as well.
Internal rooms with no windows or fans: Some older apartment conversions and subdivisions create rooms that have no external wall. These rooms need mechanical ventilation to meet the BCA standard. A ceiling fan recirculates air within the room and doesn't count.
Kitchen range hoods that aren't ducted: A recirculating range hood filters grease but does not exhaust air from the room. Check the applicable ventilation requirements for the kitchen rather than assuming the hood itself provides the required ventilation.
How Ventilation Connects to Mould (Standard 8)
In mould disputes, VCAT can consider whether the property's ventilation meets the applicable building requirements alongside evidence about the cause of the mould. Inadequate building ventilation can support an argument that mould is related to the property structure, but it does not determine responsibility on its own.
Installing compliant exhaust ventilation in wet areas is usually a straightforward and relatively inexpensive fix — a licensed electrician can install a ducted exhaust fan for a few hundred dollars — but it eliminates the most common mould defence that landlords lose at VCAT.
Verification Evidence
Document ventilation compliance with:
- Photographs of openable windows in habitable rooms (showing they actually open)
- Installation invoices for exhaust fans, noting the extraction rate and duct routing
- A building inspector or ventilation contractor report if compliance is uncertain
The Victoria Rental Minimum Standards Compliance Guide covers Standard 14 ventilation alongside Standard 8 mould requirements and the full set of 15 Schedule 4 categories, so you can audit the property as a connected system rather than checking standards in isolation.
