Wandsworth Landlord Safety Certificates: EICR, Gas, Floor Plans and PAT Testing
The Documents Wandsworth Requires
Every property licence application in Wandsworth requires a set of safety certificates and compliance documents uploaded to the Regulatory Services Hub. Missing or outdated documents are the single most common cause of application delays — and two separate council requests for missing paperwork automatically revoke any fee discounts.
Here's what you need and the specific requirements for each.
EICR (Electrical Installation Condition Report)
An EICR covers the fixed electrical installation — wiring, consumer unit, sockets, and switches. Under the Electrical Safety Standards in the Private Rented Sector (England) Regulations 2020, every privately rented property must have a satisfactory EICR.
Wandsworth requires:
- Overall outcome: "Satisfactory" with no C1 (danger present) or C2 (potentially dangerous) observations
- Valid for up to 5 years from the date of inspection
- Must cover 100% of the electrical installation, not just a partial check
If the EICR shows C1 or C2 codes, you need to complete the remedial work and get a re-inspection certificate showing satisfactory before the council will progress your application.
Gas Safety Certificate
Required annually for every property with gas appliances — boilers, gas fires, gas hobs. The certificate must be issued by a Gas Safe registered engineer and cover all gas appliances and flues in the property.
The licence condition is ongoing: you need a new certificate every 12 months for the entire licence term, and you must supply a copy to your tenants within 28 days of the inspection.

Floor Plan with Metric Room Dimensions
This catches many landlords out. The floor plan must be a measured, scaled drawing showing:
- Room dimensions in square metres — not feet, not approximate
- Room layouts and designated use (bedroom, kitchen, living area)
- Ceiling heights (floor space below 1.5m ceiling height is excluded from usable area calculations)
- Fire escape routes
- Positions of smoke detectors and heat detectors
For HMOs, the floor plan must demonstrate compliance with statutory minimum room sizes: 6.51 m² for a single bedroom (one person over 10), 10.22 m² for a double bedroom (two people over 10), and 4.64 m² for a child under 10. Any room under 4.64 m² cannot be used as sleeping accommodation at all.
Where the council identifies undersized bedrooms, they'll impose a condition requiring you to stop re-letting that room once the current tenancy ends.
PAT / EET Testing (HMOs)
This is where Wandsworth's local conditions go beyond what many landlords expect. While routine Portable Appliance Testing isn't universally mandated across all English private tenancies, Wandsworth's additional licensing conditions require formal testing declarations for electrical appliances supplied by the landlord — typically fridges, washing machines, and any other white goods you provide.
The confusion is understandable. National rules require landlords to keep supplied electrical equipment safe, but don't prescribe a specific testing regime. Wandsworth's additional and mandatory HMO licence conditions make PAT/EET a documented requirement. If you use a letting agent, check whether they've arranged this — forum posts from Wandsworth landlords suggest some agents haven't flagged it.
Fire Risk Assessment
Required for all HMOs. You need a written Fire Risk Assessment covering:
- Fire detection and alarm systems (working smoke alarms on every storey, carbon monoxide alarms in rooms with solid fuel or gas appliances)
- Escape routes and emergency lighting where applicable
- Fire doors and self-closers where required
- Storage of combustible materials in communal areas
For larger HMOs, the FRA should be carried out by a competent fire risk assessor. The FRA isn't a one-off: it should be reviewed regularly and after any significant changes to the property layout or occupancy.
EPC (Energy Performance Certificate)
A valid EPC is needed at application. The minimum requirement is grade E under the Minimum Energy Efficiency Standards (MEES) regulations. Beyond the legal minimum, better EPC grades unlock fee discounts: grade C saves £52 off Part B, and grade B or above saves £104 off Part B.
The EPC is valid for 10 years. If your property is below grade E and registered on the PRS Exemptions Register with a valid exemption, that's accepted — but the exemption must be registered before you apply.
Pulling It All Together
The Wandsworth Landlord Licensing guide includes a document assembly checklist listing every certificate, the format requirements, and the order to gather them so nothing is expired by the time you submit. Getting this right on the first upload avoids delays and protects your discount eligibility.
