Blackpool PRS Database 2027 — What the National Landlord Register Means

The Timeline

The Private Rented Sector (PRS) Database — the national landlord register introduced by the Renters' Rights Act 2025 — is rolling out regionally across England. For the North West region, which includes Blackpool:

  • 15 May 2027 — The database opens for the North West. Landlords can begin entering property details.
  • 14 August 2027 — The North West registration deadline. Landlords must have their in-scope properties registered by this date. During the rollout, this covers properties let under assured or regulated tenancies, subject to the stated exceptions.

This is a separate obligation from local housing licensing. You need both: a selective licence (or mandatory HMO licence) if your property is in a designated area, and PRS Database registration for in-scope private rentals regardless of whether they are in a licensing area.

How It Connects to Blackpool's Licensing

During PRS Database registration, landlords must declare their local housing licence numbers — both selective and mandatory HMO licences. The database is designed to cross-reference this information with local authority records.

If you're operating an unlicensed property in one of Blackpool's eight inner selective licensing wards, the database registration process will flag the mismatch. The system creates automated compliance signals between central government and local council enforcement teams.

This means the window for operating under the radar gets significantly narrower after August 2027. Properties that have been flying without a licence in Bloomfield or Brunswick will show up as unlicensed in a national system that Blackpool Council can query.

What You'll Need to Register

The PRS Database requires basic property and landlord information:

  • Property address
  • Landlord identity and contact details
  • Local housing licence numbers (where applicable)
  • Gas safety, electrical safety and EPC certificate status

If you already hold a valid selective or HMO licence and keep your certificates current, database registration should be straightforward — you already have the documentation the system asks for.

If you don't have a licence for a property that requires one, the registration process itself becomes the point where non-compliance surfaces.

Landlords Outside the Selective Licensing Wards

PRS Database registration applies across England to properties within the service's scope, not just those in licensing areas. If you rent out an in-scope property in Marton, Bispham or any of Blackpool's outer wards where no selective licensing applies, you still need to register by 14 August 2027.

The difference is that outer-ward properties won't need to declare a local housing licence number (because none is required), but the registration itself is mandatory.

The Practical Step Now

If you're already working through the selective licensing application for a property in the inner wards, the PRS Database registration in mid-2027 is a second administrative step that builds on the same documentation. The EICR, gas safety certificate and EPC you uploaded for your licence application are the same documents the database will reference.

Sorting the licensing out now means you'll have the licence number ready to enter when the database opens, rather than scrambling to apply for a licence and register simultaneously with an August 2027 deadline bearing down.

The Blackpool Landlord Licensing Guide covers how local selective licensing integrates with the 2027 PRS Database timeline, so you can plan both compliance steps together.
