Coventry HMO Licence Transfer: Can You Change the Licence Holder or Manager?
You have just bought a Coventry property that comes with an existing HMO licence. The seller assures you the licence transfers with the building. It does not. This misunderstanding costs landlords hundreds of pounds in penalties and delayed applications every year, because an HMO licence under the Housing Act 2004 is granted to a specific person, not to a property.
HMO Licences Are Non-Transferable
A Coventry HMO licence names a specific licence holder — the individual (or company officer) who passed the fit and proper person test and accepted the licence conditions. When the property changes hands, that licence terminates. It cannot be assigned to the buyer, transferred as part of a conveyance, or varied to substitute a new name.
The new owner must submit a fresh HMO licence application and pay the full new application fee. At the standard one-year rate, that is £1,571 (£716 Stage 1 plus £855 Stage 2). If the property has been operating unlicensed for more than twelve weeks before the new owner applies, the higher rate of £2,241 applies instead.
Changing the Named Licence Holder Without Selling
Even without a sale, circumstances change. A joint owner might want to shift the licence into their partner's name, or a landlord might want a family member to take over as the responsible person. None of these changes can be processed through a licence variation. Coventry City Council requires a new application, a fresh fit and proper person assessment, and a new fee payment.
Free licence variations exist for other changes — adjusting the maximum occupancy number, updating a contact address, or amending specific schedule conditions. But swapping the named licence holder is not a variation. It is a new licence.
Changing the Property Manager
The licence also names a property manager. This is the person responsible for the day-to-day management and condition compliance — often the same person as the licence holder for self-managing landlords, or a letting agent for those who delegate.
If you terminate your letting agent's contract and start managing the property yourself (or switch to a different agent), the named manager cannot be changed through an ordinary licence variation. Coventry requires a fresh application when the proposed manager changes, with the standard new-application fee. The new manager must still satisfy the fit and proper person requirements.
The distinction matters: changing contact details, occupancy, or licence conditions can be a free variation; changing the proposed manager or licence holder requires a new application and fee. Submitting the wrong one delays the process and can leave you in a grey area where the named manager on file no longer has any connection to the property.

What to Do When Buying a Licensed Property
If you are purchasing an HMO in Coventry that already has a licence, do not assume continuity. Before exchange, check the Coventry HMO public register to confirm the licence exists and note when it expires. Factor the cost of a new application (£944 to £1,571 for standard applications, or £2,241 if the property has operated unlicensed for more than 12 weeks before you apply) into your acquisition budget.
Submit your application promptly after completion. Operating an unlicensed HMO can expose you to civil penalties of up to £40,000 and, for relevant offences occurring on or after 1 May 2026, rent repayment orders covering up to 24 months of rent.
Temporary Exemption During a Transition
If you are in the process of ceasing HMO use — converting back to a single dwelling, for example — you can apply for a Temporary Exemption Notice (TEN). This exempts the property from licensing for up to three months, with a possible second three-month extension in exceptional circumstances. TENs are free but tightly controlled; they cannot be used to defer a standard licence application.
Our Coventry landlord licensing guide covers the full application process, including the documents you need and how to access the five-year rate through CLAS accreditation.
