Coventry HMO Room Sizes: Minimum Bedroom Standards and Amenity Rules

National Minimums vs Coventry Local Standards

Coventry City Council enforces dual spatial standards for HMO bedrooms. Which set of numbers applies depends on whether the property has a separate communal living space — a distinct lounge or dining room that isn't a bedroom or kitchen.

With separate living space (national statutory minimums apply):

  • Single bedroom (one person aged 10+): 6.51 m²
  • Double bedroom (two persons aged 10+): 10.22 m²
  • Child's bedroom (one child under 10): 4.64 m²
  • Below 4.64 m²: prohibited for sleeping

Without separate living space (Coventry local standards — stricter):

  • Single bedroom: minimum 10.00 m² (below 10.00 m² is prohibited for sleeping use)
  • Double bedroom: minimum 15.00 m²
  • Child's bedroom: assessed case by case

The difference is significant. A 7 m² bedroom can meet the standard for one person aged 10 or over in an HMO with a separate lounge, but not the stricter single-bedroom standard in one without. This catches out landlords who convert a living room into an extra bedroom — you've just lost the separate living space, and every remaining bedroom now needs to be larger.

Height Matters Too

Any part of a room where the floor-to-ceiling height is less than 1.5 metres is excluded from the floor area calculation. This mostly affects attic rooms and rooms under sloping roofs. Additionally, at least 75% of the room's floor area must have a ceiling height of 2.3 metres or more.

Measure the usable area carefully. A converted loft room that looks spacious might have less than 6.51 m² of qualifying floor area once you exclude the low-ceiling edges.

Kitchen and Bathroom Standards

For properties with one to four occupants, the minimum is one shared bathroom containing a WC, bath or shower, and wash hand basin. Where a child under 10 lives in the property, at least one full bath (not just a shower) must be provided.

Shared kitchens must have adequate food preparation surfaces, storage, a sink with continuous hot and cold drinking water, and cooking appliances securely fixed on level surfaces. The council assesses these on a ratio basis — more occupants means more facilities.

Waste Management Conditions

Coventry takes waste seriously as a licence condition. Licence holders must provide:

  • External wheelie bins: green-lid (non-recyclable), blue-lid (dry recycling), and brown-lid (garden waste where applicable)
  • Two separate 50-litre kitchen bins inside the HMO — one labelled "non-recyclable waste" and one "recycling"
  • An internal food waste caddy if a brown garden bin is present
  • Written waste disposal instructions for tenants, prohibiting bin placement on footpaths more than 24 hours before or after collection

Missing any of these is a licence condition breach.

How Room Sizes Get Checked

Council officers measure rooms during the property inspection using the same standards. If a bedroom falls below the minimum, the council will either reduce the property's maximum permitted occupancy or require the room to be converted to another use. Getting your own measurements right before applying prevents unpleasant surprises at inspection.
