Ealing Council Licensing Contact: Phone, Email and Which Team to Reach
Finding the right contact at Ealing Council for a licensing query can save days of being passed between departments. The council splits property licensing work across three teams, each with its own phone line and email address. Contacting the wrong one means your question goes into a forwarding queue instead of being answered.
The Three Licensing Teams
Property Licensing Team — handles general enquiries, new applications, application status updates and processing queries.
- Phone: 020 8825 9512
- Email: [email protected]
This is the team to contact if you need to check whether your property requires a licence, ask about a pending application, query the two-stage fee process, or request help with the MetaStreet online portal. If you need non-digital assistance with your application (for example, accessibility adjustments or help uploading documents), this is also the right starting point.
Property Regulation Team — handles enforcement action, civil penalties, housing standards complaints and formal investigations.
- Phone: 020 8825 6622
- Email: [email protected]
Contact this team if you have received a civil penalty notice, a formal warning letter, an improvement notice under Part 1 of the Housing Act 2004, or if you need to make representations against a proposed penalty. This is the enforcement arm — they deal with unlicensed properties, breaches of licence conditions and housing hazard assessments under the HHSRS system.
Licence Inspections Team — handles on-site property inspections, schedules of works and compliance checks during the licence term.
- Phone: 020 8825 7333
- Email: [email protected]
If an inspection has been scheduled and you need to rearrange, or if you have received a schedule of works following an inspection and need to discuss the deadlines or requirements, this is the team that manages it.
What to Have Ready When You Call
Whichever team you contact, have the following to hand:
- Your licence number or application reference (from the MetaStreet portal confirmation email)
- The full property address and postcode of the premises in question
- Your name as it appears on the licence or application — the council may not discuss details with someone who is not the named licence holder or their authorised agent
For written queries, email is usually faster than phone. The licensing team receives a high volume of calls, and email creates a paper trail that protects you if a dispute arises later about what advice you were given.
When Written Confirmation Matters
If your property sits on a boundary between a designated selective licensing ward and an undesignated area, or if you have a newly subdivided flat or basement conversion with a recently assigned postcode, get the council's answer in writing. Both selective licensing designations use pre-May 2022 ward boundaries, which do not always match modern postcode lookups. A written confirmation from the Property Licensing Team that your address does or does not fall within a designation is the strongest evidence you can hold if enforcement questions arise later.
