Do I Need a Property Licence in Enfield?

If you let a residential property in Enfield to tenants, the odds are high that it needs a licence. The borough runs three overlapping licensing schemes, and between them they cover most privately rented homes. The answer depends on two things: how many people live there and which ward the property is in.

The Quick Decision Framework

Five or more people from two or more households sharing facilities? You need a mandatory HMO licence. This applies borough-wide — every ward, no exceptions. The fee is £1,616 for up to five lettable rooms, plus £181.50 for each additional lettable room.

Three or four people from two or more households sharing a kitchen, bathroom, or toilet? You need an additional HMO licence. Also borough-wide. The fee is £1,450 (£800 Part 1 and £650 Part 2).

A single family, a couple, one person, or two unrelated people — and the property is in one of 17 designated wards? You need a selective licence. The fee is £750.

A single family or couple in one of the four non-designated wards (Cockfosters, Grange Park, Winchmore Hill, Bush Hill Park)? No licence required.

How to Check Your Address

The council runs an online address checker that maps your property against the ward designations:

  1. Visit the selective licensing page.
  2. Enter the full address or postcode.
  3. Select the correct property from the dropdown results.
  4. Zoom in on the interactive map and click the property marker to see its licensing status.

Do not rely on the postcode alone. Ward boundaries cut through postcodes, and properties on opposite sides of a street can sit in different wards. For anything ambiguous — boundary properties, subdivided buildings, flats without clear numbering — email the Private Rented Housing Team at [email protected] and ask for written confirmation.

Situations That Catch Landlords Out

Tenant composition changes. You let to a single family, so a selective licence covers it. Then one tenant moves out and the remaining occupant takes in two flatmates. Suddenly you have three people from different households sharing facilities — and you now need an additional HMO licence instead.

Section 257 converted buildings. A building converted into self-contained flats may qualify as a Section 257 HMO if the conversion work did not comply with the applicable building standards and still does not, and fewer than two-thirds of the flats are owner-occupied. Enfield's additional licensing scheme excludes the Section 257 building at building level, but each individual flat is assessed separately: a family or one or two people in a designated ward need a selective licence; three or four sharers need an additional HMO licence; and five or more need a mandatory HMO licence.

Flats above shops. These follow the same rules as any other rented dwelling. A flat let to a single family in a selective ward needs a selective licence. Let to three sharers, it needs an additional HMO licence.

What if My Property Is Exempt?

A narrow set of properties are exempt under the Selective Licensing of Houses (Specified Exemptions) Order 2006:

  • Social housing managed by registered providers or local authorities
  • University-managed halls of residence
  • Resident landlords with no more than two lodgers
  • Properties occupied rent-free by close family members
  • Properties on long commercial leases (over 21 years)
  • Properties under an active management order

A non-exempt residential let in a designated ward needs a selective licence unless it requires an HMO licence. The "accidental landlord" who lets a single property to a single family in Edmonton Green is caught just as firmly as a portfolio landlord in Ponders End.
