Landlord Registration Helpline, Paper Form and Support Contacts in Northern Ireland

The Three Official Registration Channels

Not every landlord in Northern Ireland wants to — or can — register through the nidirect online portal. The Landlord Registration Scheme offers three separate channels, each feeding into the same central database.

Online (nidirect portal) — the fastest route. You create an account, enter your details and property schedule, pay £70, and receive your registration certificate as a downloadable PDF immediately. The portal is available at nidirect.gov.uk under "Register as a landlord or renew your landlord registration."

Telephone helpline — call 0300 200 7821 (or +44 300 200 7821 from outside the UK). An operator walks you through the same application electronically and processes your card payment over the phone. The fee is the same £70 as the online route. This is the best option if you're comfortable giving details verbally but struggle with the portal.

Paper application form — costs £80, compared with £70 online or by phone. Request the form by emailing [email protected] or by phoning the same 0300 200 7821 number. Complete it, follow the payment instructions on the form, and post it to Lisburn and Castlereagh City Council. Processing takes longer than the online or phone routes, and your certificate arrives by post.

All three channels produce the same registration entry with the same legal standing. The only differences are speed and cost.

The 0300 200 7821 Helpline

This number is staffed by the Landlord Registration team at Lisburn and Castlereagh City Council, which administers the scheme on behalf of the Department for Communities. They handle:

  • New registrations by phone (£70)
  • Renewal applications
  • Paper form requests
  • Questions about what information you need to provide
  • Joint-owner keycode queries

For nidirect account sign-in or password problems, you can also contact nidirect account support at 0300 200 7868 (Monday to Friday, 9.00 am to 5.00 pm) or [email protected].

The helpline operates during standard business hours on weekdays. If you're calling from outside the UK, use the international number +44 300 200 7821.

This is the legitimate official number. Third-party commercial services sometimes offer paid "assistance" with registration — the government portal and this helpline provide the same service without additional cost.

Free Advice: Housing Rights

Housing Rights is an independent specialist housing advisory charity serving all of Northern Ireland. They run a free landlord advice helpline at 028 9024 5640 (select Option 1 for landlord queries).

Their advisors can help with:

  • Understanding whether your letting arrangement requires registration
  • Navigating the registration process alongside other obligations (deposit protection, Tenancy Information Notices, safety certificates)
  • Clarifying how the Private Tenancies Act (Northern Ireland) 2022 affects your duties
  • General compliance questions

Housing Rights doesn't fill in forms on your behalf, but they'll point you in the right direction and explain the law in plain language. Their website at housingrights.org.uk also carries written guidance on landlord obligations.

LANI — Landlords Association for Northern Ireland

The Landlords Association for Northern Ireland (LANI), founded in 1989, is the main trade body specifically for Northern Ireland private landlords. Annual membership runs between £20 and £75 depending on portfolio size.

Members get access to:

  • Direct advice on NI-specific landlord law
  • Legislative update briefings when regulations change
  • Regular general meetings for networking with other NI landlords
  • Template documents and practical guidance

LANI is particularly useful if you want ongoing support beyond a one-off registration question — their focus is exclusively Northern Ireland, unlike the National Residential Landlords Association (NRLA) which concentrates heavily on English and Welsh legislation.

Other Useful Contacts

Advice NI (0800 915 4604, adviceni.net) — a free, confidential advisory network. They handle housing queries alongside welfare and debt advice, though their primary focus is tenant rights rather than landlord compliance.

District council Environmental Health — your local council handles enforcement. If you've received a compliance query or Fixed Penalty Notice, contact your council directly. Belfast City Council's main line is 028 9027 0428; other councils are found through nidirect.gov.uk's council directory.

Department for Communities (communities-ni.gov.uk) — the central government department overseeing private rented sector policy. They don't handle individual registrations, but their site carries policy documents and legislative updates.

Getting Organised Before You Call

Whether you're using the online portal, the phone helpline, or the paper form, having your information ready before you start saves time and prevents incomplete applications. You'll need your full legal name, date of birth, residential address, NI correspondence address (if you live outside Northern Ireland), contact numbers, email, every rental property's full postal address with postcode and approximate build year, your managing agent's details if applicable, and your HMO licence number if you're claiming the fee exemption.

The Northern Ireland Landlord Registration Guide includes a printable pre-application worksheet that collects every piece of data the portal requires — so you can fill it in offline at your own pace before starting the actual application.
