Northern Ireland Landlord Forms and Where to Download Them
The Official Forms Are Free
Northern Ireland landlord compliance involves several prescribed forms — documents whose content and format are set by law. The TIN and Notice of Variation are available from the Department for Communities, local councils provide Certificate of Fitness application forms, and approved deposit schemes provide their own Prescribed Information forms. The challenge is knowing which forms you need and where each one lives.
Tenancy Information Notice
The Tenancy Information Notice (TIN) is the prescribed form under the Tenancy Information Regulations (NI) 2023 (S.R. 2023 No. 19, Schedule 1). You must serve it on the tenant within 28 days of granting the tenancy.
Download the model form from the Department for Communities website at communities-ni.gov.uk. Search for "tenancy information notice model form" — it is available as both a PDF and a Word document. The Word version allows you to type directly into the fields before printing.
Notice of Variation
When any prescribed term of the tenancy changes (rent, payment method, repair responsibilities), you must serve a Notice of Variation within 28 days. The prescribed form is in Schedule 2 of S.R. 2023 No. 19.
This is also available on the Department for Communities website alongside the TIN form.

Certificate of Fitness Application
If your property was built before 1 January 1945, you apply for a Certificate of Fitness through your local district council's Environmental Health department. Each council has its own application form — there is no single national form.
For Belfast, go to belfastcity.gov.uk and search for "certificate of fitness." Other councils (Derry City & Strabane, Fermanagh & Omagh, Newry Mourne & Down, Antrim & Newtownabbey, and the rest) publish their forms on their own websites or provide them on request. The application fee is £50.
Landlord Registration
Registration is done online through the Northern Ireland Landlord Registration Scheme portal at landlordregistrationni.gov.uk, hosted by Lisburn and Castlereagh City Council. There is no separate downloadable form for online registration — you complete the process through the portal. Paper registration (£80 instead of £70) is available on request.
Deposit Prescribed Information
When you protect a deposit in an approved scheme (My Deposits NI or TDS NI), the scheme provides the Prescribed Information form that you must serve on the tenant within 35 days of receiving the deposit. You download this from your scheme's landlord dashboard, not from a government website.
Rent Book
The Rent Book Regulations (NI) 2007 prescribe the content but not a specific template. You can create your own document (paper or electronic) as long as it contains the required statutory notices about tenant rights, Housing Benefit, and Universal Credit. Physical rent books formatted for Northern Ireland are available from stationery suppliers and online retailers.
What You Will Not Find
There is no prescribed Northern Ireland tenancy agreement template. The law requires certain terms to be present and certain information to be disclosed, but the tenancy agreement itself can take any reasonable written form. This is why using a generic English AST template is a risk — it references legislation that does not apply in Northern Ireland.
Keeping Everything Together
The forms themselves are free and accessible. The harder part is knowing the sequence — which form goes to whom, by when, and what triggers each one. The Northern Ireland Private Tenancy Rules guide puts every prescribed form and deadline into a single chronological workflow, from registration through the 35-day deposit prescribed information deadline.
