Rent Smart Wales Licence Cost

Landlord Licence Fees (2025–2026)

A new Rent Smart Wales landlord licence costs £254 online or £327 by paper application. These fees were set under the April 2025 fee policy and apply through 2026.

The licence is valid for five years regardless of how many properties you own or manage. There is no per-property charge — one licence covers your entire self-managed Welsh portfolio.

On top of the licence fee, you must complete approved training before applying. The Rent Smart Wales online course costs £35 (roughly five hours of self-paced study). Classroom courses run at £100. The NRLA offers an approved alternative at £30 for members or £36 for non-members.

Total First-Year Cost for a Self-Managing Landlord

Assuming you do everything online:

Item Fee
Landlord Registration £60
Landlord Training (RSW online) £35
Landlord Licence £254
Total £349

This £349 covers five full years of registration and licensing. Annualised, that is under £70 per year.

If you use a licensed agent instead of self-managing, you only need the £60 registration. The agent's own licence covers management activity.

Renewal Costs and the Early Compliance Discount

When your licence comes up for renewal after five years, the standard renewal fee is the same as a new licence: £254 online or £327 paper.

However, RSW offers an Early Compliance Reward. If you submit your renewal application 42 days or more before your licence expiry date, the online fee drops to £230 — a £24 saving. Paper early renewals cost £302 instead of £327.

The renewal window opens 84 days before expiry. To lock in the discount, you need to renew between 84 and 42 days before the expiry date. Applications within 41 days of expiry pay the full standard rate.

If you let the licence lapse completely, you lose access to renewal pricing and must apply fresh at £254 online or £327 paper.

The Paper Surcharge Is Avoidable

The difference between online and paper is significant:

Application Online Paper Surcharge
New licence £254 £327 £73
Early renewal £230 £302 £72
Standard renewal £254 £327 £73

Paper registration applications undergo manual review and can take two to four weeks. Paper applications are manually processed, so allow extra time for other application types. There is no advantage to paper unless you genuinely cannot access the internet.

Split Fee Option

RSW offers a split-payment option on the licence fee. You pay Part 1 at submission and Part 2 within 14 days of RSW's request. This adds a £48 administration charge — so the total becomes £302 online instead of £254. Unless cashflow is very tight, paying upfront saves money.

What Happens If You Skip the Licence

Operating as a self-managing landlord without a licence is an offence under the Housing (Wales) Act 2014. The consequences:

  • Fixed Penalty Notice of up to £150
  • Prosecution with an unlimited fine
  • Any Section 173 no-fault possession notice you serve is void
  • Your tenant can apply for a Rent Repayment Order of up to 12 months' rent

The £254 licence fee looks modest next to those numbers.
