Rent Smart Wales Licence Renewal
The Five-Year Cycle
Both your landlord registration and your landlord licence (if you self-manage) are valid for five years from the date they were granted. When the five years are up, you must renew — there is no automatic rollover.
RSW sends renewal reminders by email, but the legal responsibility to renew on time is entirely yours. Relying on email reminders alone is risky — a changed email address or a full inbox can mean you miss the window.
The 84-Day Renewal Window
Renewal applications open exactly 84 days before your expiry date. You cannot renew earlier than that. Once the window opens, you have 84 days to submit your renewal before the registration or licence lapses.
If you submit a renewal within this 84-day window, the new five-year term starts the day after your previous expiry date. You lose no coverage days — the terms chain seamlessly.
The Early Compliance Reward
For licence renewals only, RSW offers a discounted fee if you renew early:
| Renewal Timing | Online Fee | Paper Fee |
|---|---|---|
| 42–84 days before expiry | £230 | £302 |
| 1–41 days before expiry | £254 | £327 |
That is a £24 saving online (or £25 paper) for renewing more than 42 days ahead. Registration renewals do not have an early compliance discount — they are £48 online or £87 paper regardless of timing within the window.

The Dual-Clock Problem
Here is where many landlords get caught: your registration and licence run on independent five-year clocks. If you registered in 2021 and got your licence in 2023, the registration expires in 2026 while the licence does not expire until 2028.
Two separate deadlines, two separate renewal windows, two separate fees. Miss either one and you are operating unlawfully until it is renewed.
This dual-clock structure is the single most common administrative failure among self-managing landlords in Wales. RSW does not synchronise the dates, and there is no option to align them voluntarily.
What Happens If You Miss the Deadline
If your registration or licence lapses past the expiry date:
- You lose renewal pricing. A lapsed registration must be re-submitted as a new application at £60 online (vs £48 renewal). A lapsed licence costs the full £254 (vs the £230 early renewal rate)
- You are operating illegally. From the moment of expiry, you are an unregistered or unlicensed landlord. RSW and local housing authorities can issue Fixed Penalty Notices of up to £150 for specified offences or prosecute
- Your Section 173 notice may be invalid. A notice is invalid if you are unregistered for the dwelling, are self-managing without a valid licence, or have appointed an unlicensed agent. Courts will dismiss a claim based on an invalid notice
- Statutory continuation does not apply. Section 26(1) of the Housing (Wales) Act 2014 keeps your licence active while a renewal application is being processed — but only if you submitted the renewal before the expiry date. A late application gets no such protection
Renewal Training
Licence renewal requires completing Continuing Professional Development (CPD) training. This is separate from the initial training you did five years ago. The CPD course covers legislative changes since your last licence, and you need a minimum 70% on the assessment.
Complete the CPD before submitting your renewal application — the same sequence rule as the initial licence.
Practical Renewal Checklist
- Note both your registration expiry date and your licence expiry date in your calendar — separately
- Set a reminder for 84 days before each expiry (the day the renewal window opens)
- For the licence, aim to renew between 84 and 42 days before expiry to capture the £230 early rate
- Complete CPD training before submitting the licence renewal
- Log in to the portal, review your property list and personal details, and submit
Our Rent Smart Wales guide includes a dual-clock renewal tracker that maps both deadlines and the early-discount windows onto a single printable calendar.
