Rent Smart Wales Processing Time — How Long Registration Takes and What Happens If It Expires

How Long Online Registration Takes

For most landlords, online registration through the Rent Smart Wales portal is typically confirmed automatically on payment. You submit your details, pay by debit or credit card, and receive a unique Landlord Registration Number. The entire process — assuming you have your information ready — takes 20 to 30 minutes.

Licence applications require approved training (roughly five hours for the online course) and a fit-and-proper person declaration before you can submit. Allow time for the Licensing Authority to assess the application; the processing time depends on the application.

Paper Application Processing Times

Paper applications are a different story. Rent Smart Wales processes them manually, and turnaround ranges from two to four weeks depending on application volumes. Renewal periods create spikes: when thousands of landlords who registered in the same year hit their five-year expiry date simultaneously, paper processing times can stretch further.

Paper applications also cost substantially more:

Application Online Paper
New registration £60 £102
Registration renewal £48 £87
New landlord licence £254 £327
Licence renewal (standard) £254 £327

The price difference alone makes the online route worth the effort for most landlords. If you are digitally excluded, Rent Smart Wales offers telephone support on 03000 133344 (bilingual Welsh and English) to help with online submissions.

The 84-Day Renewal Window

Both registrations and licences last five years. Rent Smart Wales opens the renewal window exactly 84 days before the expiry date. If you submit your renewal within this window, the new five-year term starts the day after the previous one expires — you lose no coverage days.

For licence renewals specifically, there is an additional incentive: submit 42 days or more before expiry and the online fee drops from £254 to £230 (the early-bird compliance reward). Paper early-bird renewals cost £302 instead of £327.

Rent Smart Wales sends email reminders as your expiry date approaches. These go to the email address on your portal account, so if you have changed email providers or the address is wrong, you will miss them. Log into your portal account at least annually to verify your contact details are current.

What Happens When Your Registration Expires

If your registration lapses past its expiry date without a renewal application:

You lose the renewal rate. A lapsed registration must be processed as a new application — £60 online instead of the £48 renewal fee. For licences, you lose access to the £230 early-bird rate entirely.

You are legally unregistered. From the day after expiry, you are committing an offence under Section 4 of the Housing (Wales) Act 2014. Your local council can issue a fixed penalty notice of up to £150 without warning. Rent Smart Wales is not legally obligated to issue informal reminders before enforcement begins.

Your Section 173 notices may be invalid. Section 44 of the 2014 Act blocks a Section 173 no-fault possession notice issued while the landlord is unregistered. If your status lapses after you served a notice, do not assume that the notice remains valid; verify before relying on it.

Rent Repayment Orders become possible for licensing offences. A contract-holder can apply to the Residential Property Tribunal Wales for a rent repayment order covering up to 12 months of rent received during a period of unlicensed operation.

What Happens When Your Licence Expires

A lapsed licence triggers the same Section 44 block on possession notices if you self-manage. It also means you are performing licensable activities — collecting rent, arranging repairs, serving notices — without authorisation.

One protection exists if you planned ahead: Section 26(1) of the Housing (Wales) Act 2014 provides that a licence submitted for renewal before its expiry date continues in force while Rent Smart Wales processes the renewal. You can legally continue self-managing during the processing period. This statutory continuation does not apply if you let the licence expire without submitting a renewal — at that point, you are unlicensed.

Recovery Steps If You Have Lapsed

  1. Register or renew immediately — online is fastest; you may have a working registration within minutes
  2. Complete renewal training if your licence has expired (the original training certificate is not valid for a new application cycle)
  3. Do not serve a Section 173 notice until the relevant registration and landlord or agent licence are confirmed active
  4. Check your agent's status — if you have switched from agent-managed to self-managed, or if your agent's licence has also lapsed, that compounds the compliance gap
  5. Update your property list — report changes in circumstances within 28 days; for an acquired property, the 28-day period applies when it is already subject to a domestic tenancy

Our Rent Smart Wales Registration and Licensing Guide includes a dual-clock renewal tracker that logs both your registration and licence expiry dates with the 84-day and 42-day trigger points pre-calculated — so you never discover a lapse after it has already created problems.
