Wales RHW2 Form: Landlord Address for Service Under Occupation Contracts

Why Form RHW2 Exists

Under section 39(1) of the Renting Homes (Wales) Act 2016, a landlord must give the contract-holder a formal notice stating an address in England or Wales where official documents and notices can be sent. The prescribed format for this is Form RHW2, titled "Notice of Landlord's Address," published under the Renting Homes (Prescribed Forms) (Wales) Regulations 2022.

This is not optional, and it is not a line inside the written statement. Form RHW2 is a separate statutory notice that must be served in its own right. If you skip it, the contract-holder has no confirmed address for sending official notices or documents; the landlord may also accrue compensation and be unable to serve valid section 173 or section 186 notices.

When to Serve It

The deadline mirrors the written statement deadline: within 14 days starting with the occupation date. In practice, most landlords serve RHW2 at the same time as the written statement to keep both deadlines aligned.

The 14-day count follows the same statutory method as section 31. Day 1 is the day after the occupation date. If the occupation date is 1 November, the deadline expires at midnight on 15 November.

What to Put on the Form

Form RHW2 is short. It asks for:

  • The landlord's name — identify the legal landlord or all joint landlords.
  • An address in England or Wales — this is where the contract-holder may send formal notices and documents intended for the landlord. It does not have to be the landlord's residential address; a licensed managing agent's office may be used as the service address.
  • The date of service — when the notice is given to the contract-holder.

If you manage through a letting agent, Form RHW2 names the landlord, but you may give the licensed agent's office as the address for service under section 39.

How to Serve It

Service must comply with sections 236 and 237 of the Act:

  • Personal delivery — hand the completed form directly to the contract-holder at the dwelling.
  • Post — send by first-class post or recorded delivery to the dwelling address.
  • Email — valid only if the contract-holder has given explicit written consent to receive notices electronically.

Keep a delivery receipt, postal tracking record, or signed acknowledgment. If you have joint contract-holders, each one gets their own copy of Form RHW2, and you need proof of delivery for each.

When the Address Changes: Form RHW4

If your address for service changes after the contract starts, section 39(3) requires you to serve Form RHW4 ("Notice of Change in Landlord's Address") within 14 days of the change. Same service rules, same proof-of-delivery discipline.

When the Property Changes Hands: Form RHW3

If the property is sold or the landlord identity changes, the new landlord must serve Form RHW3 ("Change of Landlord's Identity and Notice of New Landlord's Address") within 14 days of the transfer under section 39(2). The outgoing landlord's obligation ends on the transfer date; the incoming landlord's obligation starts immediately.

Where to Download the Forms

All three forms — RHW2, RHW3, and RHW4 — are available from the Welsh Government's renting homes forms page at gov.wales, in DOCX and PDF formats.

Keeping It Organised

The Occupation Contracts in Wales guide includes the full compliance sequence — written statement, Form RHW2, deposit protection, and FFHH certificates — with a delivery receipt log that tracks the date, method, and proof of service for every document. It keeps the RHW2 obligation from falling through the gap between the written statement and the safety certificates.
