Westminster Landlord Licence Fee Discounts: LLAS, NRLA, EPC and Multi-Dwelling Savings
Westminster's selective licence fee schedule has four discount categories, and they can stack. The accredited-landlord and EPC discounts reduce Part B; the multi-dwelling discount reduces Part A. Discounts must be claimed when you submit the application with supporting evidence. Registered charities providing accommodation solely for vulnerable persons are exempt from both fee parts but must still apply.
The Accredited Landlord Discount: 10% Off Part B
Membership of an approved accreditation body qualifies you for a 10% reduction on the total selective licence fee (£99.50), deducted from Part B. Westminster recognises:
- London Landlord Accreditation Scheme (LLAS)
- National Residential Landlords Association (NRLA)
- UK Association of Letting Agents (UKALA)
- ARLA Propertymark
- RICS
You need current membership evidence — a certificate or membership confirmation letter — uploaded to the portal at the point of application. If your NRLA membership lapses before you submit, the discount is lost.
On a selective licence, the accredited-landlord discount saves £99.50. On an additional or mandatory HMO licence, the 10% discount on the £685 Part B saves £68.50.
The EPC Discount: 10% or 20% Off Part B
Properties with higher energy efficiency ratings get a larger Part B reduction:
- EPC rating C: 10% off Part B
- EPC rating B or above: 20% off Part B
Upload the current EPC certificate (which must be within its 10-year validity) when you apply. The minimum legal requirement for rented properties is an EPC rating of E, so the discount rewards landlords who have invested beyond the baseline.
On a selective licence, an EPC B rating saves £90.40 off the £452 Part B. For HMO schemes, the same rating saves £137 off the £685 Part B.
The Multi-Dwelling Block Discount: £125 Off Part A
If you own or manage multiple self-contained leasehold flats in the same freehold block and submit applications concurrently under identical ownership, the second and all subsequent applications receive £125 off the Part A fee.
This is the only discount that reduces Part A rather than Part B. The first application in the block pays the full Part A. You need to submit the applications together — applying for one flat now and another six months later does not qualify.

Stacking Discounts: Worked Examples
Selective licence — accredited landlord with EPC B, single flat:
- Part A: £543 (no discount on Part A for a single property)
- Part B: £452 minus £99.50 accredited discount minus £90.40 EPC B discount = £262.10
- Total: £805.10 (saving £189.90)
The council's published example calculates the accredited discount as £99.50 (10% of the total licence fee) and the EPC B discount as £90.40 (20% of Part B).
Selective licence — accredited, EPC B, second flat in the same block:
- Part A: £543 − £125 multi-dwelling = £418
- Part B: £262.10 (same stacked discounts)
- Total: £680.10 (saving £314.90 versus the standard £995)
Additional HMO — NRLA member with EPC C, single property:
- Part A: £855
- Part B: £685 minus 10% accredited (−£68.50) minus 10% EPC C (−£68.50) = £548
- Total: £1,403 (saving £137)
The maximum saving on a selective licence with accredited-landlord, EPC B-or-above and multi-dwelling discounts is £314.90 off the standard £995. For an HMO licence, the accredited-landlord and EPC B-or-above discounts together reduce Part B by £205.50; the selective multi-dwelling discount is not listed for HMO licences.
