Enfield Landlord Accreditation and Fee Discounts: Which Schemes Qualify

Enfield Council offers a £50 discount on the Part 2 fee for landlords who hold membership in an approved accreditation body. Combined with the £100 EPC discount, this can knock £150 off a selective licence or reduce the HMO licence Part 2 payment substantially. But the rules around eligibility are stricter than most landlords expect.

Which Accreditation Bodies Qualify

The following organisations are accepted for the £50 Part 2 discount:

  • London Landlord Accreditation Scheme (LLAS) — run by London Boroughs and the Mayor's office
  • National Residential Landlords Association (NRLA) — the main UK landlord membership body
  • UK Association of Letting Agents (UKALA)
  • British Landlords Association (BLA)
  • ARLA Propertymark — the professional body for letting agents
  • Safeagent — the letting and managing agent accreditation scheme

Membership must be current at the time the Part 2 fee is assessed. Lapsed membership does not count, and the council will verify.

The Accreditation-Holder Rule

The £50 discount applies only when the accredited person is the actual licence holder named on the application. If a letting agent holds ARLA membership but is not the proposed licence holder — only the proposed manager — the discount is not available.

This catches landlords who appoint an accredited agent to manage the property but name themselves as the licence holder. The agent's accreditation does not transfer.

Combining Discounts

For a selective licence at the standard £750 fee:

  • Part 1 (£450) — no discounts available
  • Part 2 (£300) — £100 off for EPC C or above, £50 off for accreditation
  • Maximum discounted total: £600

For multi-dwelling blocks, the Part 1 discount (£100 off for each flat after the first) applies separately from Part 2. The Part 2 fee remains £300 per flat. For a block licence determination, the council applies only one accreditation discount and/or one EPC discount, rather than multiplying those discounts for every flat. For example, a landlord with three flats in the same block, NRLA membership, and EPC C or above for each property would pay:

  • Part 1: £450 + £350 + £350 = £1,150
  • Part 2: £900 − £100 EPC discount − £50 accreditation discount = £750
  • Total: £1,900 instead of £2,250 for three flats at the standard individual rate

When Discounts Are Forfeited

The council strips discount eligibility if it issues two or more formal requests for missing or incomplete documents, or if it serves a warning letter for failure to licence on time. This means a late or sloppy application costs more than just the delay.

Enfield Let and Council Landlord Schemes

Separately from the accreditation discount, Enfield Council runs its own landlord support programmes:

Enfield Let is a council-run lettings scheme where landlords lease their property to the council, which then manages it on behalf of the landlord. In exchange, the council provides guaranteed rent, free property management, and handles the licensing process. It is aimed at landlords who want a hands-off arrangement and are willing to accept below-market rents in return for zero void periods and zero management burden.

Landlord Incentive Scheme offers financial incentives — typically covering deposit guarantees and some refurbishment costs — to landlords who agree to let properties through the council's housing allocation system.

Neither programme is required for licensing compliance. They are alternatives to self-managing, and taking part does not change the licensing obligations on the property. But they can be worth considering for landlords who find the application and management process too much to handle alongside other commitments.
