How to Prepare for PRS Database Registration Before the Portal Opens

If you want to register on the PRS Database on day one rather than scrambling after the portal opens, the preparation happens now — before 15 December 2026. The time-consuming part is assembling the documents, making the entity structure decisions, and resolving the gaps you didn't know you had. Do that work beforehand so you can focus on the portal submission when it opens.

Here is exactly what to do, in the order that matters.

Phase 1: Resolve Your Entity Structure (Do This First)

Before you touch a single document, decide how you'll appear on the database. The PRS Database uses a two-tier system: a free Landlord Entry for each landlord and a paid Dwelling Entry (£65/year) for each property.

How you create your Landlord Entry depends on your ownership structure:

  • Sole owner: One Landlord Entry in your personal name. Straightforward.
  • Joint owners (married couple, siblings, business partners): Each joint owner creates a separate Landlord Entry, and both are linked to one Dwelling Entry for the property. You pay one property fee, not one per joint owner.
  • Limited company (SPV): The company is the landlord. The director or company secretary creates the Landlord Entry on behalf of the company, using the company's registered details.
  • Trust: The trustee creates the Landlord Entry. Beneficiary details are separate from the registration.

Getting this wrong creates problems that cascade across every Dwelling Entry. A joint owner who registers as a sole landlord may face queries when the co-owner's name appears on Land Registry records. An SPV director who registers in their personal name rather than the company's name creates a mismatch that requires correction and may trigger a 28-day update obligation from day one.

Decide your entity structure now. Write it down. When the portal asks, you'll already know the answer.

Phase 2: Assemble Documents Per Property

For each Dwelling Entry, prepare the required property information and supporting documents:

Safety certificates:

  • Gas Safety Certificate (CP12) — must be current (renewed annually)
  • Electrical Installation Condition Report (EICR) — must be satisfactory (renewed every five years)
  • Energy Performance Certificate (EPC) — prepare the most recent EPC if one exists and was required for the current tenant. If it is no longer valid, note the current tenancy start date; if its rating is below the minimum level, have any MEES exemption details ready.

Tenancy details:

  • Current letting status, number of occupants, and number of households
  • Whether the property is furnished, partly furnished, or unfurnished
  • Rent amount and payment frequency, and whether rent includes utilities
  • HMO, additional, or selective licence information, if applicable

Property details:

  • Full postal address including postcode
  • Ownership type (freehold or leasehold)
  • Property type and number of bedrooms
  • Freeholder or superior landlord details

Agent details (if applicable):

  • Property manager's name and email address
  • For your own records, written confirmation of which PRS Database tasks the agent will handle

If any safety certificate is expiring before your regional registration window opens, renew it now. Registering with a certificate that expires in three weeks means you'll face a 28-day update obligation almost immediately.

Phase 3: Know Your Regional Window

The PRS Database rolls out across nine English regions:

Region Portal Opens
West Midlands 15 December 2026
East of England 15 January 2027
East Midlands 15 February 2027
South East 15 March 2027
Yorkshire and the Humber 15 April 2027
North West 15 May 2027
North East 15 June 2027
London 15 July 2027
South West 15 August 2027

You don't have to wait for your region's date — any in-scope landlord can register voluntarily from 15 December 2026. You must register by the deadline three months after your region's opening date; councils can initiate enforcement after that deadline. If you own properties in multiple regions, map each property to its window.

Phase 4: Budget for Fees

  • Landlord Entry: Free
  • Each Dwelling Entry: £65/year (pro-rated during the initial rollout)
  • One property: £65/year
  • Three properties: £195/year
  • Six properties: £390/year

These are statutory fees paid through the portal. The initial fee is pro-rated during the regional rollout. No agent, trade body, or guide can waive or reduce them.

If you're registering multiple properties, you can submit them together or as their regional windows open. Under the draft regulations, new entries for a landlord with existing active entries share their renewal date. The fee calculator in the PRS Database Registration Guide helps you track the annual costs.

Phase 5: Set Up Your GOV.UK One Login

The registration portal uses GOV.UK One Login for identity verification. If you don't already have an account, create one now at gov.uk. Depending on your circumstances, you can verify with the app, online security questions, or at a Post Office; a Post Office check usually returns a result within a day.

Don't wait until 15 December to discover that your chosen verification method cannot use an expired passport or accept your driving licence format. Do it now and get the account confirmed.

Phase 6: Understand What Happens After Registration

Registration is not a one-time event. Once you're on the database:

  • 28-day update rule: Any change to your safety certificates, rent amount, tenancy details, or agent appointment must be reflected in your Dwelling Entry within 28 days. Miss the window and it's a separate offence with its own penalty.
  • Annual renewal: The £65 Dwelling Entry fee renews annually. If you don't renew, your entry lapses — and the court generally cannot grant a possession order under most grounds while the entries are inactive.
  • Possession bar: Section 90 prevents the court from making a possession order while the required entries are inactive, except under Grounds 7A and 14. It restricts the court's power to grant an order; it does not void a Section 8 notice.

Setting up a tracking system before you register — a dated log for each property's update obligations — means you start compliant and stay compliant. The 28-day update log in the Registration Guide is designed for exactly this.

Who This Preparation Guide Is For

  • Landlords who want to register on day one of their regional window rather than chasing deadlines afterwards
  • Self-managing landlords who haven't assembled their compliance documents in one place before
  • Joint owners or SPV directors who haven't decided how the entity structure maps to the database
  • Landlords with properties in multiple regions who need to coordinate different deadlines

Who This Is NOT For

  • Landlords who have already registered through the early voluntary window
  • Managing agents handling registration on behalf of their landlord clients (though the preparation checklist still applies to the documents you'll need from landlords)
  • Landlords outside England

The Cost of Not Preparing

Prepare the documents and details before you start. A missing EICR, identity-check issue, or unclear ownership structure can require follow-up work, and your mandatory deadline doesn't move.

Preparation costs time now. Registration problems cost penalties later. The civil penalty for a late or incomplete entry is up to £7,000 per breach, and if a missing required document makes an entry inactive, Section 90 prevents the court from granting a possession order under grounds other than 7A and 14.

Frequently Asked Questions

When should I start preparing for PRS Database registration?

Now. Document assembly, entity structure decisions, and GOV.UK One Login setup can all be completed before 15 December 2026. The only thing you cannot do before the portal opens is submit the registration itself.

Can I register before my region's mandatory date?

Yes. The GOV.UK service guidance says any in-scope landlord can register voluntarily from 15 December 2026, regardless of which region your properties are in. Early registration gives you more time to resolve any issues before enforcement begins in your area.

What if my Gas Safety Certificate expires between now and my registration date?

Renew it before registering. If you register with a certificate that expires shortly after, you'll trigger a 28-day update obligation almost immediately. Renewing first means your first update cycle doesn't start for a year.

Do I need a guide if I've already assembled my documents?

Document assembly is one part of preparation. The PRS Database Registration Guide also covers the entity structure decision, the step-by-step portal walkthrough, the 28-day update system, and the possession-bar implications — the parts you can't prepare for by gathering documents alone.

What happens if I don't register by my region's mandatory date?

You face civil penalties of up to £7,000 per breach. While the required entries are inactive, Section 90 generally prevents the court from granting a possession order except under Grounds 7A and 14. Councils can initiate enforcement after the registration deadline for your region.
