Can You Register Early on the PRS Database Before Your Region Opens?
The PRS Database rolls out region by region from December 2026, but you don't have to wait for your area's commencement date. MHCLG confirmed that any landlord in England can register voluntarily from 15 December 2026 — the day the portal opens for the West Midlands. If you have your documents ready, there's a strong case for doing it early.
How Early Registration Works
The "Register your rental property" portal on GOV.UK goes live on 15 December 2026. From that date, any landlord in England can create a Landlord Entry and register Dwelling Entries for their properties, regardless of which region those properties sit in.
The process is identical to mandatory registration: log in through GOV.UK One Login, complete your Landlord Entry (personal details, contact information), create a Dwelling Entry for each property (address, property type, tenancy details), upload your gas safety record, EICR and EPC, and pay the annual fee per property, which is pro-rated during rollout. Once payment clears, your entry goes active and you receive your Landlord Registration Number and Property Registration Number.
The 12-month renewal clock starts from the date your entry goes active, not from your region's commencement date. A South West landlord who registers in January 2027 will need to renew by January 2028, even though the South West's mandatory window doesn't open until 15 August 2027.
Why Register Before You Have To
Avoid the deadline rush. Each region gets a three-month mandatory registration window, and every landlord in that region is trying to register during the same period. Early regions will also reveal any portal bottlenecks that MHCLG needs to address. Registering early lets you work through the process at your own pace, without the pressure of an approaching deadline.
Protect your possession rights immediately. The possession bar under Section 90 of the Renters' Rights Act 2025 prevents a court from granting a possession order if your database entry is inactive when you serve notice or when proceedings are heard, except for claims relying on Ground 7A or Ground 14. For other grounds, including rent arrears or breach of tenancy terms, this bar applies regardless of the strength of your case. An early active entry means you will already be compliant when your region's registration requirement begins.
Catch document gaps early. The registration process requires a current gas safety record, a valid EICR within five years, and an EPC with its reference number. If any of these have lapsed, you'll discover it when you try to register — not when a deadline is days away and every gas engineer in your area is booked for weeks.
Simplify the 28-day update cycle. Once registered, you have 28 days to report changes (new tenancy, rent adjustment, updated safety certificate). Starting that cycle early normalises it as part of your routine property management rather than adding it on top of a rushed registration.
What Early Registration Doesn't Change
Your legal duty to register begins on your region's commencement date, with a three-month window to complete registration. If you register voluntarily in January 2027 but your region is North East (commencing 15 June 2027), your registration deadline is still 14 September 2027. Councils in the region can initiate enforcement after that deadline; because you registered early, you have already met it.
During the rollout, the £65 annual fee per property will be pro-rated so landlords who register early do not pay more.

Getting Ready to Register Early
The bottleneck is almost always documents, not the portal itself. Before 15 December 2026:
- Check your gas safety record — it must be current (renewed annually by a Gas Safe registered engineer)
- Check your EICR — valid for five years from the inspection date
- Check your EPC — valid for ten years, but check the actual expiry date and note the rating
- Gather property details — full address, UPRN if you have it, property type, number of bedrooms, current tenancy and rent details
- Set up GOV.UK One Login — you'll need a verified government account to access the portal
Our full registration guide covers every step of the process, from creating your Landlord Entry to managing the 28-day update obligations that follow.
