Manchester Landlord Accreditation and Licence Fee Discounts

Does Accreditation Reduce Your Manchester Licence Fee?

Short answer: no. Manchester City Council does not offer a licensing fee discount for NRLA membership, landlord accreditation schemes, or any other industry body affiliation. Some councils in England do — Manchester is not one of them.

This catches landlords out because the NRLA and other organisations market accreditation partly on the promise of fee reductions at participating councils. If your property is in Salford, Stockport, or another Greater Manchester borough, check that council's specific policy. But within the Manchester City Council boundary, accreditation carries no fee benefit for selective or mandatory HMO licensing.

Discounts That Do Exist

Manchester City Council offers two types of licensing fee reduction:

Early bird discount — available only during the three-month statutory window before a new selective licensing scheme comes into force. For the 2025–2030 Phase 3 designations, the early bird window ran from 24 February 2025 to 23 May 2025. Applying during that period dropped the total fee from £964 to £764. Once the window closes, the discount is gone permanently for that scheme phase.

All early bird windows for the currently active schemes (2022, 2023, 2025) have expired. Unless the council designates new areas in a future phase, there is no early bird option available today.

Subsequent property discount — if you hold multiple properties within the same selective licensing scheme phase, the second and subsequent applications attract a reduced Part 1 fee. The exact saving depends on the scheme wave:

Scheme Phase Standard Total Subsequent Property Total Saving
2022–2027 £798 £694 £104
2023–2028 £936 £828 £108
2025–2030 £964 £864 £100

The discount applies per scheme phase — a property in a 2022 area and another in a 2025 area are under different designations, so the subsequent property reduction does not cross phases.

Can You Stack Discounts?

No. Manchester City Council does not allow discount stacking. You cannot combine an early bird reduction with a subsequent property reduction on the same application.

Mandatory HMO Fees and Discounts

Mandatory HMO licence fees are separate from selective licensing fees and vary by occupant band. A new licence costs £1,321 for five occupants and £1,421 for six to nine occupants, split across Part 1 and Part 2 payments. Neither accreditation discounts nor selective licensing early bird reductions apply to mandatory HMO fees.

What Accreditation Is Actually Worth

NRLA membership and similar accreditation schemes provide access to legal helplines, template documents, and national policy updates. These have value — but that value is in the guidance and resources, not in Manchester licensing fee savings. If an agent or adviser tells you accreditation will reduce your Manchester licence fee, they are wrong.

The Landlord Licensing in Manchester guide breaks down every fee structure across all three active scheme phases, including exactly when Part 1 and Part 2 payments are due.
