Rent Smart Wales Documents Needed — What to Prepare Before You Apply

Why Preparation Matters

The Rent Smart Wales portal is functional but unforgiving. Start an online application without the right information to hand and the session can time out, forcing you to begin again. Worse, some landlords default to the paper form when frustrated — and that costs £102 instead of £60 for registration, or £327 instead of £254 for a licence. Assembling everything before you open the portal saves time and money.

Documents for Individual Landlord Registration

If you are a sole owner registering as an individual, you need:

  • Full legal name as it appears on official identification
  • Date of birth
  • Correspondence address (does not have to be a Welsh address — overseas landlords are welcome)
  • Primary telephone number and email address — the email is used for all portal correspondence and renewal reminders
  • National Insurance Number — Rent Smart Wales uses this as a unique identifier. If you are a non-UK resident without a NI number, your passport number is accepted instead
  • Full addresses (including postcodes) of every Welsh rental property you want to register
  • Agent details — if any property is managed by a licensed agent, you need the agent's name or Rent Smart Wales licence number so the portal can link them to your properties

You do not need to upload copies of these documents during the online application. The portal asks you to enter the information and make a statutory declaration that it is accurate. However, Rent Smart Wales may request proof-of-ownership documentation later — title register extracts from HM Land Registry, solicitor completion letters, or mortgage deeds — particularly if there is an ownership dispute or a data mismatch.

Additional Documents for Joint Owners

Joint ownership (married couples, civil partners, business partners) uses a single joint registration — not separate individual registrations. One person is designated as the lead landlord for communication and payment. You will need:

  • All of the individual documents above for the lead landlord
  • Full legal names, dates of birth, and correspondence addresses for every secondary joint owner
  • Agreement on who acts as lead landlord (this is an administrative choice, not a legal one — it determines who receives correspondence and pays the fee)

A joint registration costs the same £60 online as an individual one. Registering separately doubles the fee to £120 for no legal benefit.

Additional Documents for Companies and Corporate Bodies

If the property is owned by a limited company, charity, or trust:

  • Legal company name exactly as it appears on the Companies House or Charity Commission register
  • Registered office address
  • Companies House Company Number or Charity Commission Registration Number
  • Names and contact details of directors or designated responsible persons who will be linked to the corporate profile

The registration is made in the company's name, not a director's personal name. Directors may separately need to complete the fit-and-proper declaration and approved training if they personally oversee lettings operations under the updated September 2025 licence conditions.

Documents for a Landlord Licence Application

If you self-manage (arrange viewings, collect rent, instruct repairs, serve notices), you need a landlord licence on top of your registration. Before applying:

  • Training completion certificate — you must finish Rent Smart Wales approved training before submitting the licence application. The online course runs roughly five hours and costs £35 through the RSW portal; classroom sessions run a full day at £100. External providers like the NRLA offer alternatives at their own prices
  • Fit-and-proper person declaration — you will declare any criminal convictions involving fraud, dishonesty, violence, drug trafficking, or sexual offences; any unlawful discrimination findings; any housing law contraventions; and any banning orders or previous licence revocations
  • DBS certificate — not routinely required, but Rent Smart Wales may request a basic Disclosure and Barring Service certificate if the fit-and-proper check flags concerns

Online vs Paper — the Cost Gap

Application Online Paper
New registration £60 £102
Registration renewal £48 £87
New landlord licence £254 £327
Licence renewal (standard) £254 £327
Licence renewal (early bird, 42+ days before expiry) £230 £302

The paper route adds £42 to a registration and £73 to a licence. Paper forms are available as PDF downloads from the Rent Smart Wales website for landlords who are digitally excluded, but for everyone else, the online portal is the cheaper and faster path.

The Application Sequence

  1. Create a user account on rentsmart.gov.wales and verify your email
  2. Select your landlord structure (individual, joint, or corporate)
  3. Enter personal or entity details and each property address
  4. For each property, specify whether it is self-managed or managed by a licensed agent — if agent-managed, the system notifies the agent to accept the link
  5. Complete the statutory declaration
  6. Pay by debit or credit card — online registration is typically confirmed automatically on payment

If you also need a landlord licence, complete the approved training first, then submit the licence application as a separate step within the same portal account.

Our Rent Smart Wales Registration and Licensing Guide includes a pre-application data assembly worksheet that organises every field the portal asks for — so you fill it in offline, open the portal once, and submit without a timeout.
