How Wandsworth Structures Licence Fees
Every property licence in Wandsworth splits into two payments:
Part A is the application processing fee. You pay it when you submit the application through the Regulatory Services Hub. It's non-refundable once processing starts — even if your application is refused or withdrawn.
Part B is the licence grant fee. It covers the council's ongoing management, inspections, and enforcement costs over the licence term. You're invoiced for Part B when the council decides to grant the licence.
This two-part structure follows the Hemming v Westminster City Council ruling, which established that councils can't charge the full cost upfront.

The early bird window for Designation 2 selective licensing closed on 1 October 2026. The window for Designation 1 and additional HMO licensing closed on 31 December 2025.

Stacking Discounts: A Worked Example
A landlord with an NRLA membership and an EPC grade B who applied for a selective licence in East Putney during the now-closed 1 April–1 October 2026 early bird window:
- Part A standard: £529
- Early bird discount: −£159
- Part A payable: £370
- Part B standard: £356
- Accreditation discount: −£104
- EPC B discount: −£104
- Part B payable: £148
- Total: £518 (vs £885 standard — a saving of £367)
The Gold Standard discount is 40% off Part B and can be combined with the accredited landlord discount.
How Discounts Get Revoked
Wandsworth enforces two automatic forfeit triggers:
- The council sends you two separate requests for outstanding supporting documentation
- The council serves a formal warning letter for failure to licence
Either event revokes all discounts, and you're billed at the full standard fee. Submit complete documentation the first time to protect your savings.
Part A Refund Rules
Part A is non-refundable once processing has started. The only exception is an application made in genuine error for a property that was demonstrably exempt or outside a licensing ward when the application was submitted. There are no partial refunds if you sell the property, surrender the licence, or convert back to single-family use mid-term.
